About this opportunity
The Department of Homeland Security Federal Protective Service seeks to procure Canine Explosive Scent Kits (CESKs) containing pure explosives and chemical precursors for its Explosives Detection Canine Program, with proposals due September 28, 2026 at 0900 AM EST. This is a total small business set-aside; the initial solicitation designation as Women-Owned Small Business (WOSB) has been superseded by Amendment 0001, which clarified the set-aside category as total small business.
Place of performance is Alexandria, VA and Philadelphia, PA, with deliveries FOB destination to Federal Protective Service facilities throughout the Continental United States and specified locations outside the Continental United States. The contract is firm-fixed-price under FAR Part 12 (commercial item acquisition) with a base period from October 1, 2026 through September 30, 2027, and four option years extending through September 30, 2031. Ordering periods are staggered; the contractor may deliver kits on a staggered basis rather than within the initial 30-day period following award.
Ordering Periods One, Three, and Five require delivery of 28 Regional CESKs (14 explosive components each) and one Headquarters CESK (26 components). Ordering Periods Two and Four require 29 Regional CESKs. Each Regional CESK includes items such as ammonium nitrate, C-4, dynamite, TNT, smokeless powders, and chemical oxidizers, all packaged in medical-grade Tyvek pouches vacuum-sealed in MIL-PRF-8170E metallic shielding bags with detailed labeling and serialization. Packaging must comply with 49 CFR Parts 100–185 DOT hazmat transport regulations.
The contractor must demonstrate a minimum of five years of experience in chemical scent formulation for working dogs and provide three references from government or law enforcement agencies documenting successful explosive training aid deliveries within the preceding 36 months. All contractor personnel involved in manufacturing, logistics, and delivery must pass background checks within three years, be U.S. Citizens or legally authorized for sensitive security work, and sign Non-Disclosure Agreements. The Government has 15 business days post-delivery to inspect shipments for quantity, damage, and chemical purity. Evaluation follows a lowest-price-technically-acceptable approach. NAICS 325920 (Explosives Manufacturing); PSC 1376 (Bulk Explosives).
