RFQ 70RFP326QEH000013
Question 1: SOW Sections 2.1–2.2 – Delivery Schedule Sections 2.1–2.2 of the Statement of Work require delivery of the applicable CESKs within 30 days of award or exercise of the respective option period. Would the Government consider permitting a staggered delivery schedule over the applicable Period of Performance (POP), rather than requiring delivery of the full quantity within the initial 30-day period?
Answer 1: The vendor is authorized to deliver on a staggered basis. Section 2.1 and 2.2 of the SOW have been updated.
Question 2: RFQ – Proposal Submission Deadline To ensure offerors have sufficient time to obtain and validate current product and shipping quotations necessary to develop accurate and complete pricing, would the Government consider extending the proposal submission deadline? An extension would allow offerors to incorporate current, supportable product and freight costs into their proposed pricing and provide the Government with the most accurate pricing possible.
Answer 2: The quote submission deadline has been extended to September 28, 2026 at 0900 AM EST and will not be extended further.
Question 3: SOW Section 4 – Government Acceptance Period Section 4 provides the Government with a 15-day period to accept or reject delivered items. Please clarify whether the applicable payment term (e.g., Net 30) begins after completion of the 15-day acceptance/rejection period, resulting in a potential total payment period of up to 45 days, or whether the 15-day acceptance/rejection period is included within the applicable Net 30 payment term.
Answer 3: Per pg. 3 (A) of the terms and conditions, Invoicing, “Invoices shall be submitted for payment within 30 days after the Government’s receipt of delivery.” Payment will be made after acceptance of items delivered.
Question 4: SOW Section 1.5.7 – Secondary Overpack Container Section 1.5.7 requires the training aids to be transported in a rigid, non-sparking secondary overpack container, such as an M19A1 ammunition can or equivalent. Please clarify whether the secondary overpack container is considered part of the CESK deliverable and will be retained by the Government upon acceptance, or whether the Government expects the container to be returned to the Contractor following delivery.
Answer 4: This requirement is no longer required. Vendor packaging will suffice for shipment. Section
1.5.7 of the SOW has been deleted.
Question 5: SOW Sections 1.5.4 and 1.5.7 – Vacuum-Sealed Packaging Section 1.5.4 states that the secondary shielding bag/pouch shall be vacuum-sealed within a MIL-PRF- 8170E Type I Opaque Metallic Shielding Bag, while Section 1.5.7 states that the training aids should be vacuum-sealed to remove excess atmospheric air. Please clarify whether both the secondary bag/pouch and the outer MIL-PRF-8170E metallic shielding bag are required to be individually vacuum-sealed, or whether only the final outer metallic shielding bag containing the secondary pouch is required to be vacuum-sealed.
RFQ 70RFP326QEH000013
Answer 5: 1.5.7 of the SOW dtd 9_24_26 (Attached) is no longer a requirement and has been deleted.
Vendor shall follow instructions for vacuum sealing set forth in Section 1.4.4 of the SOW dtd 9_24_26 (Attached). Section 1.5.4 has been replaced by section 1.4.4 of the SOW dtd 9_24_26 (Attached). 1.5.4 now reads: “Prohibited: Standard “Pluck- and Pull” polyurethane foam (high static generator).”
Federal Protective Service
Law Enforcement Operations Division
Statement of Work (SOW) for Canine Explosive Scent Kits (CESK)
April 13, 2026
Department of Homeland Security (DHS)
Federal Protective Service (FPS) Statement of Work (SOW)
1.0 STATEMENT OF WORK
1.1 Background
The Federal Protective Service (FPS) uses its security expertise and law enforcement authority to protect federal government facilities and safeguard the millions of employees and visitors who pass through them every day. With a presence in every state and territory, the FPS mission is to prevent, protect, respond to, and recover from acts of terrorism and other hazards threatening the federal government’s essential services, ensuring the continuity of the U.S.
Government.
The FPS Canine Operations Branch's Explosives Detection Canine Program supports the mission of FPS through utilization of law enforcement canine teams that travel to Federal facilities and aid in security efforts. The Canine Operations Branch provides Explosives Detection Canine Teams (EDCT) which render federal properties safe and secure for federal employees, officials, and visitors by providing a strong visible and psychological deterrence against criminal and terrorist acts. The EDCTs conduct searches and sweeps for explosive components and respond to threats to federally owned, leased, or secured property.
1.2 Scope
The objective of this contract is to provide the FPS with high-fidelity, standardized Canine Explosive Scent Kits (CESKs). These CESK are critical for the initial imprint, training, maintenance, and operational certification of EDCTs. The scope encompasses the manufacture, specialized packaging, and multi-year delivery of regional, and headquarter CESKs, including, specific “extinction” training aids to ensure canine accuracy.
FPS intends to acquire multiple CESKs for the FPS Explosives Detection Canine Program through a Purchase Order.
1.3 Specific Requirements:
