About this file
This is a Statement of Work (SOW) for Canine Explosive Scent Kits (CESK) issued by the Federal Protective Service (FPS), a component of the Department of Homeland Security (DHS), dated April 13, 2026.
The FPS seeks a contractor to manufacture, package, and deliver high-fidelity, standardized Canine Explosive Scent Kits (CESK) for the FPS Explosives Detection Canine Program. Each CESK contains individual Canine Explosive Training Aids (CETA) comprised of pure explosives and chemical precursors used in explosives manufacturing. Regional CESKs include 14 distinct explosive components (such as Ammonium Nitrate, C-4, Dynamite, TNT, smokeless powder, and various chemical oxidizers), each packaged in multiple sealed, labeled containers. Headquarters CESKs contain 26 components, including additional items such as detonating cord, safety fuse, and hexamine. All items must be packaged in specialized medical-grade breathable Tyvek pouches with high-density film backing, vacuum-sealed in MIL-PRF-8170E metallic shielding bags, and decontaminated with alcohol-based solvents. Each package requires detailed labeling including manufacturer, UN classification, batch/lot number, net explosive mass, explosives approval number, and a serialized number. Packaging must prevent spillage, cross-contamination, degradation, and comply with 49 CFR Parts 100-185 DOT regulations for hazardous materials transport.
Deliverables are structured across five ordering periods within a five-year contract (Base Period: 10-01-2026 through 09-30-2031, with four option years). Ordering Periods One, Three, and Five require delivery of 28 Regional CESKs and one Headquarters CESK to nine specified FPS regional and headquarters locations within 30 days of purchase order award. Ordering Periods Two and Four require delivery of 29 Regional CESKs to six specified locations within 30 days of award. All shipments are FOB Destination CONUS with the contractor bearing all shipping costs and liability until formal government acceptance. The Government has 15 business days post-delivery to inspect shipments for quantity, damage, and chemical purity. The contractor must demonstrate a minimum of five years of experience in chemical scent formulation for working dogs and provide three references from government or law enforcement agencies documenting successful explosive training aid deliveries within the preceding 36 months. The contractor shall submit a Quality Assurance Plan detailing source verification, chemical purity testing, cross-contamination prevention methods, and extinction training kit procedures. All contractor personnel must pass background checks within three years, be U.S. Citizens or legally authorized for sensitive security work, and sign Non-Disclosure Agreements. Technical and contracting officer contact information is provided for Mr. John J. Hogan (TPOC) and Ms. Shontay Cokley (COR).

Canine Explosive Scent Kits (CESK)
April 13, 2026
Department of Homeland Security (DHS)
Federal Protective Service (FPS) Statement of Work (SOW)
1.0 STATEMENT OF WORK
1.1 Background
The Federal Protective Service (FPS) uses its security expertise and law enforcement authority to protect federal government facilities and safeguard the millions of employees and visitors who pass through them every day. With a presence in every state and territory, the FPS mission is to prevent, protect, respond to, and recover from acts of terrorism and other hazards threatening the federal government’s essential services, ensuring the continuity of the U.S.
Government.
The FPS Canine Operations Branch's Explosives Detection Canine Program supports the mission of FPS through utilization of law enforcement canine teams that travel to Federal facilities and aid in security efforts. The Canine Operations Branch provides Explosives Detection Canine Teams (EDCT) which render federal properties safe and secure for federal employees, officials, and visitors by providing a strong visible and psychological deterrence against criminal and terrorist acts. The EDCTs conduct searches and sweeps for explosive components and respond to threats to federally owned, leased, or secured property.
1.2 Scope
The objective of this contract is to provide the FPS with high-fidelity, standardized Canine Explosive Scent Kits (CESKs). These CESK are critical for the initial imprint, training, maintenance, and operational certification of EDCTs. The scope encompasses the manufacture, specialized packaging, and multi-year delivery of regional, and headquarter CESKs, including, specific “extinction” training aids to ensure canine accuracy.
FPS intends to acquire multiple CESKs for the FPS Explosives Detection Canine Program through a purchase order.

1.5 Packaging of Canine Explosive Training Aids
1.5.1 Each CETA item shall be packaged in an unprinted, medical-grade, breathable
Tyvek (Type 1059B or 1073B) pouch and one side made of .003” Precision Clean high-density film. An ionizing bar shall be used to reduce static and allow substance to drop more freely inside the bag when filling. An A-B-C sealer machine or similar device will be used to ensure seals are straight and tight.
1.5.2 Each breather bag will have a double heat seal to provide extra security and help prevent blow outs or spillage during transportation and training use.
1.5.3 The contractor shall ensure the heat sealer is set to the correct temperature to ensure a “fusion seal” rather than a “tack seal.”
1.5.4 The secondary shielding bag/pouch must provide a minimum thickness of
0.004 inches and function to prevent electrostatic discharge and vapor barrier to contain volatile organic compounds (VOCs). This secondary pouch shall be vacuum-sealed within a MIL-PRF-8170E Type I Opaque Metallic Shielding Bag.
1.5.5 To ensure scent purity, the exterior of the secondary bag must be decontaminated with an alcohol-based solvent after sealing to remove transfer odors.
1.5.6 Each bag/pouch shall be labeled with the explosive component contained inside, product manufacturer, UN classification, Batch/Lot Number, Net Explosive Mass (N.E.M), the Ex-Number (Explosives Approval Number), and a Serialized Number. Labels must include the warning: EXPLOSIVES - DANGEROUS Handle Carefully for high and low explosives, or FLAMMABLE SOLID – DANGEROUS Handle Carefully for oxidizers. If found, contact the Federal Protective Service 1-800-437-7411 shall be on each bag/pouch containing the material.

Flammable Solid – Dangerous: Handle Carefully
If Found, Please Call (877) 437-7411
1.5.7 To mitigate the risk of gas-buildup and accidental rupture of secondary containment, during transport, training aids should be vacuum-sealed to remove excess atmospheric air. These aids must be transported in a rigid, non-sparking, secondary overpack container (e.g. MI9A1 Ammo Can or equivalent) equipped with an environmental seal. This ensures that any off-gassing is contained with a rigid structure, preventing the ‘scent balloon’ effect common in flexible poly-packaging.
1.6 Prohibited materials listed not to be used in preparation or shipment of a
CESK:
1.6.1 Prohibited: Standard Polyethylene (PE) or Polypropylene (PP) bags (non-shielding).
1.6.2 Prohibited: Transparent “Pink Poly” Anti-Static bags (insufficient for energetic dusting).
1.6.3 Prohibited: Household plastic storage containers (e.g., Tupperware, Rubbermaid) due to VOC absorption.
1.6.4 Prohibited: Standard “Pluck- and Pull” polyurethane foam (high static generator).
1.7 Extinction Training Aids
The purpose of these supplies is to ensure canines are not responding to controls. Each individual CESKs will include control supply kits for the purpose of extinction training. The supplies used in these control extinction kits will be identical to what is used in the packaging of the CETAs. This control extinction kit will include:
1.7.1 Two empty uncontaminated and unprinted breather bags, one side made of
1059B (or 1073B) Tyvek, and one side made of .003" Precision Clean high-density film,
1.7.2 Two clean uncontaminated clear non-static bags packaged in a reclosable static shielding bag,
1.7.3 Two labels. Printed with the word “Blank” on each label packaged in a clear resealable bag, and
