About this opportunity
Immigration and Customs Enforcement seeks Canadian vehicle liability insurance for 175 government vehicles across six Homeland Security Investigations northern border offices, with proposals due September 24, 2026 at 7:00 a.m. CT. Amendment 0002 (effective September 22) added Questions and Responses (Attachment 5, dated September 21); the performance period runs September 30, 2026 through September 29, 2031 (12-month base plus four 12-month option periods).
Place of performance is British Columbia, Canada. The contractor must provide insurance compliant with all mandatory requirements across all 10 Canadian provinces and 3 territories, including third-party liability, medical payments, death benefits, and funeral expenses. A material requirement is the capability to insure vehicles when the driver is unknown, as multiple investigators may operate the same vehicle and vehicles may support undercover operations. The contractor must accommodate pro-rata pricing for vehicle additions, modifications, and deletions during the contract year and be capable of supporting additional DHS/ICE offices as needed. Deliverables include physical and email copies of insurance cards annually or upon request, no later than five calendar days before expiration; updated cards for newly added vehicles within three business days; quarterly Teams meetings with minutes due within two business days; claim files within 24 hours of incident notification; and monthly invoices to Burlington Finance Center.
The previous contract period (July 26, 2025 through July 25, 2026) carried an award value of $768,122.50 with no losses or claims filed. The NAICS code is 524210, Insurance Agencies and Brokerages; PSC is G009. Evaluation uses Lowest Priced, Technically Acceptable (LPTA), with technical approach weighted as primary and price as secondary. U.S.-licensed insurance agencies may participate without Canadian licensing; licensed insurance agents and third-party brokers are both eligible. The policy must provide comprehensive coverage; a combined single limit policy covering only bodily injury and property damage does not meet minimum requirements. Failure to demonstrate coverage capability across all provinces and territories is a material deficiency. Questions were due September 14; quoters must acknowledge receipt of Amendment 0002 and submit active SAM registration and UEI number.
