About this file

This is a Statement of Work (SOW) for Canadian Vehicle Liability Insurance issued by the Department of Homeland Security, Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI) division.

The Government seeks an insurance provider to supply Canadian vehicle liability insurance for 175 government vehicles across six HSI northern border offices (Boston, Buffalo, Denver, Detroit, Seattle, and St. Paul) for the base period of September 23, 2026 to September 22, 2027, with four additional one-year option periods extending through September 22, 2031. The contractor must provide Canadian liability insurance compliant with all 10 Canadian provinces and 3 territories' mandatory requirements, including minimum third-party liability, medical payments, and additional coverage such as death benefits and funeral expenses. A critical requirement is that the insurance must accommodate unknown drivers, as multiple investigators within each office may operate the same vehicle, and vehicles may be used for undercover operations. The contractor must provide flexibility to add, modify, or delete vehicles during the contract year on a pro-rata pricing basis and must be capable of supporting additional DHS/ICE offices or functions as needed.

The contractor shall deliver physical and email copies of insurance cards annually or upon request no later than five calendar days before expiration, with updated cards for newly added or modified vehicles provided within three business days. Each insurance card must display vehicle make, model, year, and VIN. Additional deliverables include quarterly meetings via Teams with meeting minutes due within two business days, claim files submitted within 24 hours of incident notification, and monthly invoice submissions to the Burlington Finance Center. The Government will provide complete vehicle lists including office location, make, model, year, VIN, color, and asset number, along with points of contact names, phone numbers, email addresses, and physical addresses for each office location to ensure timely card distribution.

Statement of Work (SOW)

For Canadian Vehicle Liability Insurance September 2026

1.0 Purpose/Objective

Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI) has a requirement to obtain vehicle liability insurance for government vehicles traveling in and around Canada.

2.0 Background

Several of HSI SAC offices have a continuing need for the purchase of Canadian vehicle liability insurance. A purchase order with potential option periods was previously awarded to fulfill this need for all ICE vehicles needing the coverage. It is the Government’s intention to make such an award again to encompass a base period of one year, plus the potential for four option periods.

3.0 Scope

Many of HSI’s vehicles posted along the northern border of the US have a need to travel into Canada to conduct their mission(s). Such vehicles may or may not be marked and may need to be used for undercover operations.

As such, there is no way in advance to identify who the driver will be for any given vehicle since multiple drivers in each SAC office may utilize the same vehicle. Normally, the Government is a self-insured entity;

however, in this case a foreign government requires that our investigators carry Canadian proof of insurance cards to meet their legal requirements to drive within their country.

3.1 Description of the Supplies/Services

In support of Department of Homeland Security, Immigration Customs Enforcement, Homeland Security Investigations (HSI) Northern border personnel. ICE has a requirement to procure Canadian liability care insurance for 6 of HSI’s northern border offices to support a total of 175 vehicles for this current fiscal year.

The price for added vehicles shall be calculated on a pro-rated basis using the approved monthly or annual insurance rate applicable to the vehicle type, coverage level, and period of coverage remaining in the contract period.

At the conclusion of each performance period, the quantity of vehicles deleted during the previous year will also be calculated to obtain a pro-rata credit to the Government. The program coverage must also allow the opportunity to add additional offices or functions within DHS/ICE.

Program coverage must meet each of the individual Canadian Province and territories minimum and mandatory insurance requirements. Each provincial/territorial government decides the parameters of the mandatory insurance requirements; therefore, the program coverage needed must meet the minimum third-party liability and medical payment as well as any extra expenses such as death benefits and funeral expenses for ALL provinces within the Canadian’s border.
