About this file

This is a Combined Synopsis/Solicitation for Canadian Vehicle Liability Insurance issued by the Department of Homeland Security, Immigration and Customs Enforcement (ICE). Solicitation number 70CMSD26Q00000018 is being conducted as a Request for Quote (RFQ) under FAR Part 12 for commercial products and services. The NAICS code is 524210 (Insurance Agencies and Brokerages), and the PSC is G009 (Social Non-Government Insurance Programs). The solicitation is unrestricted and will be awarded on a firm fixed price basis.

The contractor must provide Canadian liability vehicle insurance for six of Homeland Security Investigation's northern border offices supporting a total of 175 government vehicles, with the capability to provide coverage when the driver is unknown. The contract includes a 12-month base period (9/23/2026–9/22/2027) plus four optional 12-month periods through 9/22/2032. Five contract line items (CLIN 0001, 1001, 2001, 3001, and 4001) define the base period and four option periods, each with identical scope. Quotes must be submitted electronically to Cory Chandler (Cory.Chandler@ice.dhs.gov) and Tracy D. Riley (Tracy.Riley@ice.dhs.gov) by 12:00 PM CT on September 17, 2026. Questions must be submitted by 12:00 PM CT on September 14, 2026. Quotes will be evaluated using two factors: Technical Approach (10-page limit, 12-point Times New Roman font, 1-inch margins) and Price. Award will be made to the lowest priced, technically acceptable quote. The technical approach must demonstrate underwriting capability, financial resources, coverage understanding, ability to obtain rates for all Canadian provinces and territories, and agent availability across all jurisdictions—failure to provide coverage in all provinces/territories is a material deficiency. Submission format requires one concise quote package in Microsoft Word or Adobe PDF with page numbers, an active SAM registration, and the company's UEI number.
