About this opportunity
The U.S. Army Contracting Command - Redstone Arsenal, on behalf of the U.S. Army Aviation and Missile Command, seeks an advanced manufacturing industrial 3D X-ray and computed tomography system for non-destructive testing at Corpus Christi Army Depot, with solution briefs due July 6, 2026. No set-aside applies; the procurement is open to any vendor regardless of small business status.
Place of performance is Corpus Christi, Texas. The system must feature a 450 kV X-ray source with micro-focus capability, dual-detector configuration, 500-pound weight capacity on a rotary stage, 43-inch horizontal and 50-inch vertical travel, 360-degree rotation, and Automated Defect Recognition algorithms. Software must support military CAD formats (STEP, IGES) and integrate with Army logistics databases (GCSS-Army). The solution must be produced in the continental United States and include turnkey installation, modular radiation-shielded enclosure, facility transformers, three years total warranty and preventative maintenance, onsite installation and Site Acceptance Testing, ASNT-aligned training for four personnel, and a dedicated point of contact for installation oversight. Electrical and piping materials must ship 90 days before system delivery; installation and SAT begin eight months after receipt of order.
The Government intends to award a FAR Part 12 Firm-Fixed-Price contract using Commercial Solutions Opening procedures. Evaluation occurs in up to three phases: solution brief (Phase 1, due July 6), optional pitch (Phase 2), and detailed proposal (Phase 3). Evaluation weights technical merit and relevance as the most significant factors, followed by innovation and uniqueness, company viability, and price and affordability. All offerors must possess a Unique Entity ID and maintain active SAM registration. Questions are due June 24, 2026 at 12:00 PM CDT to Portia Sampson (Portia.r.sampson.civ@army.mil) or Morgan McGee (Morgan.p.mcgee2.civ@army.mil). A Questions and Answers document was posted June 26 clarifying technical specifications and confirming amendments to the original Call for Solutions.
