1. BACKGROUND

The U.S. Army recognizes the need for accelerated modernization of weapon systems through Advanced Manufacturing (AdvM) technologies that directly address issues and challenges in the supply chain to underpin readiness of Army materiel. In accordance with (IAW) Army Regulation (AR) 750-1 (Army Materiel Maintenance Policy) and companion Department of the Army Pamphlet (DA PAM) 750-1 (Army Materiel Maintenance Procedures), Commanders, U.S. Army Organic Industrial Base (OIB) activities will develop additive and advanced capabilities consistent with Army Materiel Command (AMC) guidance to produce Original Equipment Manufacturer (OEM) quality parts for use to meet obsolescence and other readiness requirements as required.

This Call for Solution aims to establish large-format, high-resolution Industrial 3D X-Ray and Computed Tomography (CT) system to conduct Non-Destructive Testing (NDT) at Corpus Christi Army Depot (CCAD), Corpus Christi, TX.

2. PROBLEM STATEMENT

The U.S. Army Aviation and Missile Command (AMCOM) requires immediate integration of a large-format, high-resolution Industrial 3D X-Ray and Computed Tomography (CT) system to conduct nondestructive testing (NDT) at CCAD. This technology will modernize the acquisition of obsolete and low-demand repair parts, streamline maintenance workflows and improve overall depot-level support. The integration of high-resolution Industrial 3D X-Ray and Computed Tomography (CT) will enable CCAD to rapidly assess multi-layered, high density aircraft assemblies and components. This capability will increase throughput and aviation readiness throughout the fleet.

3. DESIRED SOLUTION OBJECTIVES

The U.S. Army Aviation and Missile Command (AMCOM) seek solutions for a large-format, high-resolution Industrial 3D X-Ray and Computed Tomography (CT) system to conduct Non- Destructive Testing (NDT) on large, high-density, and complex assemblies. The proposed solution must feature a robust scanning envelope and a heavy-duty manipulator capable of accommodating large-scale aerospace, ordnance, or advanced manufacturing components.

Minimum technical capabilities must include a high-energy X-ray source (up to 450 kV) with support for micro-focus and mini-focus configurations, coupled with a high-resolution digital detector array (DDA) or linear diode array (LDA). The system must be equipped with advanced scanning modalities, including helical scanning for elongated parts, multi-image stitching for oversized assets, and sub-pixel resolution enhancement. Additionally, the solution requires a fully integrated, Digital Imaging and Communication in Nondestructive Evaluation (DICONDE)-compliant software suite capable of seamless 3D reconstruction, dimensional metrology, and advanced defect recognition.
