This is a Call for Solutions issued by Army Contracting Command – Redstone Arsenal (ACC-RSA) for Advanced Manufacturing Industrial 3D X-Ray and Computed Tomography (CT) Capability. The solicitation (W9128Z-25-S-A002, Project PANRSA-26-P-0000 037977) seeks a large-format, high-resolution Industrial 3D X-Ray and CT system to conduct Non-Destructive Testing (NDT) at Corpus Christi Army Depot (CCAD) in Texas. The solution must accommodate complex aerospace, ordnance, and advanced manufacturing components with a 500-pound weight capacity, scanning envelope of 43 inches (X-axis) by 50 inches (Y-axis) with full 360-degree rotation, and an X-ray source up to 450 kV with micro-focus capability. The system must include dual-detector configuration, Automated Defect Recognition algorithms, DICONDE-compliant software with military CAD format compatibility, and ability to integrate with Army logistics databases such as GCSS-Army. Solutions must be produced in the continental United States.

The response process consists of three phases: Phase 1 (Solution Brief due July 6, 2026 at 12:00 PM CDT), Phase 2 (optional pitch), and Phase 3 (detailed proposal). Solution Briefs must not exceed five written pages or fifteen slides and should address technical merit, innovation, viability, and pricing. The Government intends to award a FAR Part 12 Firm-Fixed-Price contract and will evaluate submissions based on Technical Merit, Innovation, Viability, and Price (in descending order of importance), with non-price factors significantly outweighing cost. Proposals must include turnkey installation with ancillary equipment, facility transformers, three years total warranty and preventative maintenance, onsite training for four CCAD personnel (ASNT-aligned with radiation safety and 3D NDT software instruction), Site Acceptance Testing, and a dedicated point of contact for installation oversight. Electrical and piping materials must ship 90 days prior to system delivery, with installation and SAT beginning eight months after receipt of order. Questions may be submitted until June 24, 2026 at 12:00 PM CDT to Contracting Officer Portia Sampson (Portia.r.sampson.civ@army.mil) or Contract Specialist Morgan McGee (Morgan.p.mcgee2.civ@army.mil).

1. BACKGROUND

The US Army recognizes the need for accelerated modernization of weapon systems through Advanced Manufacturing (AdvM) technologies that directly address issues and challenges in the supply chain to underpin readiness of Army materiel. In accordance with (IAW) Army Regulation (AR) 750-1 (Army Materiel Maintenance Policy) and companion Department of the Army Pamphlet (DA PAM) 750-1 (Army Materiel Maintenance Procedures), Commanders, U.S. Army Organic Industrial Base (OIB) activities will develop additive and advanced capabilities consistent with Army Materiel Command (AMC) guidance to produce Original Equipment Manufacturer (OEM) quality parts for use to meet obsolescence and other readiness requirements as required.

This Call for Solution aims to establish large-format, high-resolution Industrial 3D X-Ray and Computed Tomography (CT) system to conduct Non-Destructive Testing (NDT) at Corpus Christi Army Depot (CCAD), Corpus Christi, TX.

2. PROBLEM STATEMENT

The U.S. Army Aviation and Missile Command (AMCOM) requires immediate integration of large-format, high-resolution Industrial 3D X-Ray and Computed Tomography (CT) system to conduct Non-Destructive Testing (NDT) at CCAD. This technology will modernize the acquisition of obsolete and low-demand repair parts, streamline maintenance workflows and improve overall depot-level support. The integration of high-resolution Industrial 3D X-Ray and Computed Tomography (CT) will enable CCAD to rapidly assess muti-layered high density aircraft assemblies and components. This capability will increase throughput and aviation readiness throughout the fleet.

The Government reserves the right to not respond to solution briefs incorrectly submitted under this Call. The Government reserves the right to select all, some, or none of the submitted solutions in response to this Call.

The Government intends to evaluate the solution briefs to determine which proposed solutions have the potential to best meet the Government’s mission requirements. All non-price factors, when combined, are significantly more important than cost or price.

Solution Briefs submitted in response to this open solicitation will be evaluated using the following factors, listed in descending order of importance: (a) Technical Merit, (b) Innovation, (c) Viability, and (d) Price.

a. Technical Merit: The Government will evaluate the Offeror’s Solution Brief submission in accordance with Section C. The evaluation will assess the relevance of the proposed solution to this specific Call, the soundness of the overall technical approach, and the capabilities and scalability of the solution. Additionally, the Government will assess the anticipated benefits and their potential to significantly enhance HQ AMC and OIB capabilities.

b. Innovation: The Government will evaluate the Offeror’s Solution Brief submission in accordance with Section C. This assessment will evaluate the level of innovative technological advancements, specifically focusing on the degree to which the proposed solution is new, underutilized, or uniquely applied to solve the identified capability gap.

7.2 Phase 1 - Solution Brief Selection Process

Based on the evaluation, the Solution Brief will be categorized as Selected for Further Consideration or Not Selected for Further Consideration. The selection of one (1) or more submissions into the next Phase will be based on the criteria listed above and funding availability. Solution Briefs considered not to have (1) sufficient merit or relevance to the topic,

(2) a Government need, or (3) funds are not expected to be available, the submission may be declined without further review.

Selected for Further Consideration: The submitted Solution Brief has been determined to be of technical merit, incorporates innovative technological advancements, presents a viable maturity pathway, and proposes a fair and reasonable price. As such, the Government intends to invite the Company to participate in next phase should funding be available.

Not Selected for Further Consideration: The submitted Solution Brief does not represent either the necessary degree of technical merit, technical innovation, or relevance to agency priorities to warrant further proposal effort or consideration.

The Army anticipates Topics may routinely receive more Solution Briefs than resources to award. All submissions will be fairly evaluated, however, only select Solution Briefs will be invited to Phase 2 and/or Phase 3. The Government reserves the right to limit the number of Companies invited to Phase 2 and/or Phase 3. As such, an Offeror’s solution may be evaluated to be of merit but not invited to Phase 2 and/or Phase 3. Solution Briefs that are chosen for Phase 2 and/or Phase 3 will be notified in writing as soon as practicable. The Government reserves the right to bypass Phase 2 into Phase 3 to request a formal proposal should funding be available.
