About this opportunity

The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground is seeking solutions for a Tactical Contamination Mitigation System (TCMS) through the Joint Project Manager for Chemical, Biological, Radiological and Nuclear Protection. The Army requires an innovative, lightweight, person-portable applicator system that can efficiently decontaminate surfaces in chemical and biological contamination scenarios, with the system weighing no more than 51 pounds and capable of being prepared by two operators in under 20 minutes. The system must spray decontaminants evenly on both horizontal and vertical surfaces and operate effectively in temperatures ranging from 32°F to 130°F. Companies must submit a 10-page Solution Brief by July 28, 2025, at 10:00 a.m. eastern time, including a one-page executive summary, technical discussion, and rough order of magnitude cost spreadsheet. The evaluation process involves multiple phases, with technical merit being the most important criterion, followed by viability, feasibility, and desirability.

This opportunity does not utilize any set-aside designations and is open to all qualified contractors. No current incumbents or contractors are identified in the solicitation materials. The government has not disclosed specific award values or budget ranges for this prototype effort, though companies must provide rough order of magnitude costing in their submissions. The place of performance is specified as the United States, and the government indicates this prototype effort may potentially lead to a noncompetitive follow-on production contract. Companies must also submit an Organizational Conflict of Interest analysis along with their solution brief, and the solicitation is associated with a broader Army Open Solicitation available through SAM.gov.
