About this file
This document is an Amendment to Solicitation for nonappropriated funds issued by the Defense Logistics Agency (DLA) NAF Contracting Office on behalf of the Post Restaurant Fund. The amendment provides answers to 41 vendor questions submitted in response to solicitation NAFUA1-26-R-0005, which concerns food service operations at Fort Belvoir, Virginia.
The solicitation covers cafeteria and catering operations in Building 430 and Building 2001, with operations conducted on a profit-and-loss (P&L) concession basis requiring the contractor to pay monthly commissions to the NAFI. Key operational details include: Building 430 serves approximately 950 personnel with both cafeteria and catering services; Building 2001 serves approximately 750 personnel with cafeteria operations only; the total installation population is approximately 4,500 with access to both facilities. Historical sales data for the preceding 12 months (June 2025 through September 2026) is provided, showing Building 2001 monthly gross sales ranging from $45,445 to $74,131 and Building 430 monthly gross sales ranging from $32,950 to $51,760. The incumbent contractor is Michaels Concessions. Contractors are not charged utility costs and must use mandatory Department of Labor Wage Determination rates for staffing calculations. The contractor must provide priority consideration to qualified former Post Restaurant Fund staff separated due to Business Based Actions. The "Grill Fresh" food truck may be provided as optional Government-Furnished Property, with food truck operations past the 30-day transition period subject to Building 2001 commission structures. Questions addressed cover commission structures, utility costs, small wares ownership, equipment responsibilities, staffing requirements, menu pricing, and operational logistics. The RFP deadline extension established question submission by October 26, 2026, and proposal submission by October 30, 2026. Current menus with pricing for both locations are included as supporting documentation.

# Question Answer / Guidance
Can you provide the past 12–24 months of sales for each cafeteria, including catering sales separately?
The previous 12 months of sales are provided below.
Approximately how many customers does each cafeteria serve daily for breakfast and lunch? Are average customer purchase amounts available?
Building 430 has an approximate building population of 950 and Building 2001 has approximately 750. The total installation population is approximately 4,500. Daily customer transaction amounts are listed below. Average customer purchase amount is not available.
How many employees are typically working on-site in each building daily, and do employees from other buildings use these cafeterias?
Building 430 has approximately 950 personnel on-site daily, and Building 2001 has approximately 750. Employees from throughout the installation (totaling 4,500) are permitted to utilize these cafeterias.
Are there other food options available on the installation, such as vending machines or food trucks? Are there any anticipated changes in the number of employees working on-site?
Vending machines are available throughout the installation. Contracted food trucks are not currently on the installation. The Riverview Grill is open at the Golf Course.
No other food options outside the Riverview Grill exist on the installation.
How many employees currently work at each cafeteria, and what positions do they fill? Is information available on current payroll and labor costs?
The historical payroll, labor costs, and specific staffing schedules are proprietary and not available for release. Offerors must independently calculate their proposed labor costs and staffing models using the mandatory Department of Labor Wage Determination rates provided as Attachment J-3 of the RFP. Additionally, Offerors must plan to give "priority consideration" to qualified former Post Restaurant Fund staff separated due to a Business Based Action (BBA).
Can you provide the average monthly utility costs for each building?
Contractors will not be charged utility costs at this time.
Can you clarify which employees are covered by the required health and welfare benefits listed in the solicitation?
Offerors must refer to Attachment J-3 (Wage Determination) for the baseline health and welfare fringe benefit requirements. For determinations on exactly which personnel categories are covered or exempt under the Service Contract Act (SCA), Offerors should contact the U.S. Department of Labor (DOL) Wage and Hour Division directly.
Are there any additional operating fees or expenses, existing vendor contracts, or equipment leases that the new contractor would be responsible for?
The contractor is responsible for its own direct operating costs, routine equipment maintenance, and commercial point-of-sale software licenses/leases.
Is the Grill Fresh food truck currently operational and available for use by the awarded contractor? Are previous sales figures available?
The "Grill Fresh" food truck may be provided as Government-Furnished Property (GFP) on an optional basis. Its current operational status and historical sales figures are not documented.
Are there designated operating locations and hours for the Grill Fresh truck?
Yes, the food truck is authorized to operate only in designated, pre-approved zones on the installation as coordinated with the COR and DLA Installation Management.
Can the awarded contractor operate their own food truck instead of the Grill Fresh truck?
The Contractor may operate their own food truck if it meets the same health, fire, and safety requirements. Offerors that wish to operate their own food truck should include this in their proposal.
Will independently owned food trucks be permitted to operate on the installation after the initial 30-day transition period? If so, would any fees apply?
Supplemental food services (including independent food trucks) are permitted during the 30-day transition period and are exempt from commission fees for the 30-day period. Offerors may propose food truck operations in addition to the cafeteria operations past the 30-day period. Any food trucks past the 30-day period will be included as part of the Building 2001 cafeteria commission like the Grill Fresh food truck.
When calculating monthly concession fees, are sales taxes, refunds, and discounts excluded from gross sales?
Sales taxes, refunds, and discounts are excluded from gross sales when calculating the monthly concession fees.
Section B-6 lists a separate commission for catering, while Section B-3 includes catering sales with Building 430. Can you clarify whether catering sales would be subject to both commissions?
No. The commission for Building 430 is based on Gross Revenue which includes both cafeteria and catering sales. While there is a separate line item (CLIN) to define the catering percentage, it is used to calculate a single, non-duplicative fee for Building 430.
If cafeteria operations are interrupted due to weather, installation closures, or circumstances outside the contractor’s control, would the minimum monthly payment still be required?
Yes, the minimum monthly payment will still be required. Should circumstances outside the contractors control arise, this can be discussed on a case by case basis.
If I establish a new LLC specifically for this contract, can I use my existing food service business experience and financial history to support the proposal? Is there a minimum working-capital requirement?
The RFP requires Offerors to demonstrate organizational experience and financial stability. While no minimum working-capital amount is specified, Offerors must provide proof of sufficient resources to fund a successful operational startup.
Section C-23 references withholding a portion of the management fee as a financial remedy. Since this is a concessionaire contract in which the contractor pays fees to DLA, can you clarify how this provision would apply and
For a Tier 2 "Repeated Failure," the Government reserves the right to impose a financial penalty. While titled "withholding a management fee", in practice under a concession contract this acts as a direct financial offset or penalty billed to the contractor.
whether there are any additional financial penalties?
Are there any upfront deposits, bonds, or other payments required before beginning operations?
No upfront security deposits, performance bonds, or starting fees are explicitly required.
I noticed two different solicitation numbers listed in the document (NAFUA1- 26-R-0005 and NAFUA1-26-R-0002). Can you confirm which number should be used when submitting a proposal?
Offerors must use NAFUA1-26-R-0005. This is the official number on the cover letter and main solicitation. The occurrence of NAFUA1-26-R-0002 on page 95 is a typographical error.
The solicitation asks for a résumé for the proposed facility manager. As the owner, I plan to oversee the business but hire a general manager to handle daily operations at both cafeterias. Would I need to have that manager selected before submitting the proposal, or could the position be filled after the contract is awarded?
Offerors must submit qualifications (résumés) for the proposed facility manager with their technical proposal. Offerors may submit the résumé of a qualified "contingent hire" or a detailed recruitment profile if the position is not yet filled.
Does afterhours micromarket access require the ability to process cash payments?
No. The automated express market in Building 2001 operates via unmanned self-checkout terminals accepting credit/debit cards, mobile payments, and authorized installation system cards.
Could you provide the past 12 months of utility costs for the food operations in Buildings 430 and 2001?
Contractors will not be charged utility costs.
Could you provide transactions by daypart (breakfast and lunch) for Buildings 430 and 2001 for the past 12 months?
Transaction count by breakfast and lunch is provided in the data below.
Could you provide sales history for Buildings 430 and 2001 for the past 12 months?
The previous 12 months of sales are provided below.
Is the gas-fired hearth pizza oven in HQ Building 430 currently operational? The notes say it will not be replaced however we did see a pizza station. Is there an alternate piece of equipment?
Item 38 (gas-fired hearth pizza oven) on the Building 430 equipment list explicitly notes "will not be replaced". This equipment is currently operational. This indicates DLA will not repair or replace it if it fails; any alternate pizza preparation equipment must be provided by the contractor.
How many times per year is the contractor required to service the hood-system ductwork, roof-mounted exhaust fans, and plenum flues?
The contractor is required to schedule and pay for professional cleaning of the kitchen hood, ductwork, and exhaust systems annually (once per year).
Does DLA own all the small wares (pots, pans, servicing/prep utensils) and display wares in Bldg 430 Café and Bldg 2001?
The Government does not own the small wares in Building 430. The Government is not providing any small wares as part of this contract.
If not, can you provide a list of vendor owned equipment?
Current inventory of the vendor owned small wares is not available.
Does the current café in Bldg 430 and/or Bldg 2001 operate in a subsidy environment or P&L environment?
Both cafes operate strictly in a Profit & Loss (P&L) concession environment where the contractor pays commissions to the NAFI.
If a P&L environment, would a proposal with a subsidy be considered?
No. This is a revenue-generating concession contract; a proposal requiring a subsidy would be non-conforming and excluded from evaluation.
Can DLA provide a breakdown of café sales in both Bldg 430 and Bldg 2001 by month for calendar year 2025 and Y-T-D 2026?
The previous 12 months of sales are provided below. Additional older monthly breakdowns are currently not available.
Please separate the cafeteria sales by café sales and catering sales, if possible?
Separate historical breakdowns are not available. Future reporting will require the contractor to split cafeteria and catering revenues on financial statements.
Do the sales numbers listed in RFP for May and June 2026 in the prior solicitation include any catering sales or just café sales?
The current gross sales for the preceding 12 months are listed below. These are all encompassing of cafeteria and catering sales. Building 2001 does not currently offer catering.
If that sales data includes catering, can you separate café and catering revenues?
The current gross sales for the preceding 12 months are listed below. These are all encompassing of cafeteria and catering sales. Building 2001 does not currently offer catering.
Are catering sales available for calendar year 2025 and Y-T-D 2026 in both Bldg 430 and Bldg 2001?
The current gross sales for the preceding 12 months are listed below. These are all encompassing of cafeteria and catering sales. Building 2001 does not currently offer catering.
How many food service workers are employed at DLA Bldg 2001 and Bldg 430 by the current provider?
The historical payroll, labor costs, and specific staffing schedules are proprietary and not available for release. Offerors must independently calculate their proposed labor costs and staffing models using the mandatory Department of Labor Wage Determination rates provided as Attachment J-3 of the RFP. Additionally, Offerors must plan to give "priority consideration" to qualified former Post Restaurant Fund staff separated due to a Business Based Action (BBA).
Can the DLA provide current staff positions and related salary/hourly wage details?
The historical payroll, labor costs, and specific staffing schedules are proprietary and not available for release. Offerors must independently calculate their proposed labor costs and staffing models using the mandatory Department of Labor Wage Determination rates provided as Attachment J-3 of the RFP. Additionally, Offerors must plan to give "priority consideration" to qualified former Post Restaurant Fund staff separated due to a Business Based Action (BBA).
Does DLA have current café pricing for both locations listed in the solicitation that you can share?
Current menu’s are listed below with pricing.
Is there a commission structure in place with the current provider? If so, can DLA provide the details regarding the current arrangement?
The existing commission structure is not available. Offerors must propose their own commission percentages within their bid.
Does the café operation at Bldg 2001 currently operate in a profit or loss? Does Bldg 2001 currently pay a commission since it is operated by a DLA entity? Since an entity of DLA operates food services in Bldg 2001, does it operate on a P&L or is the café subsidized?
The contractor will operate both Building 430 and Building 2001 on a P&L concession basis. Subsidy models do not apply to either location, and commissions are required for both. Both locations currently operate on a profit & loss environment.
Who is the current food service provider for the Bldg 430 café? Would it be possible to extend the RFP due date, as vendors are not scheduled to receive answers to the RFP vendor questions until October 23rd?
Is the pizza oven in Bldg 430 currently operable? Can you provide monthly or annual historical sales for these operations?
• Incumbent: Michaels Concessions
• Extension: Questions are due by Oct 26, 2026, and proposals by Oct 30, 2026.
• Pizza oven: Marked as "will not be replaced." Currently operational.
• Sales: The previous 12 months are provided below.
