About this opportunity
The United States Fish and Wildlife Service is soliciting qualified contractors to perform hazardous materials building assessment services, specifically sampling, testing, and inspection for asbestos-containing material (ACM), lead-based paint (LBP), and other hazardous materials at structures located at the San Joaquin River National Wildlife Refuge in Vernalis, California, prior to building renovations or demolition. Key contract requirements include compliance with EPA, OSHA, and California Department of Industrial Relations regulations; use of Cal/OSHA-certified asbestos inspectors and California-licensed lead assessors; utilization of accredited laboratories; and delivery of bookmarked PDF reports to specified government officials. Award will be made on a best-value basis considering price and three technical evaluation factors: technical approach, project schedule, and relevant experience with comparable projects completed within the past five years. Offerors must be registered in the System for Award Management (SAM.gov) and provide completed FAR certifications. The revised offer submission deadline is 1:00 PM Eastern Time on February 17, 2026, and a mandatory site visit is scheduled for February 12, 2026, from 10:00 AM to 11:00 AM local time.
