About this file

This is a Request for Quotation (RFQ) for hazardous materials building assessment services at the San Joaquin River National Wildlife Refuge in Vernalis, California. The U.S. Fish and Wildlife Service seeks qualified small business contractors to perform inspection and sampling of structures for asbestos-containing material (ACM), lead-based paint (LBP), and other hazardous materials prior to building renovations or demolition. The solicitation includes a firm-fixed-price base bid task for the Green House Residence (1,918 square feet, built 1973) and an option task for the Old Barn (13,855 square feet, scheduled for demolition). The anticipated period of performance is 45 days after notice to proceed. Quotes are due by 13:00 Eastern Time on February 6, 2026, and must be submitted via email to Tanner_Frank@fws.gov. Award will be made on a best-value basis considering price and three evaluation factors: technical approach, project schedule, and relevant experience with comparable projects completed within the past five years. This is a total small business set-aside (NAICS code 541620, PSC F107). Offerors must be registered in SAM.gov, include completed FAR provision 52.212-3 certifications, and provide company letterhead quotations with unit and total pricing. Key contractual requirements include compliance with EPA, OSHA, California Department of Industrial Relations, and California EPA regulations; use of Cal/OSHA-certified asbestos inspectors and California-licensed lead assessors; accredited laboratories (NVLAP for asbestos, NLLAP or XRF for lead); and delivery of bookmarked PDF reports (maximum 10 MB) to the Contracting Officer, Project Leader, and Regional Environmental Compliance Coordinator. The contractor assumes liability for proper disposal of all suspect materials and sampling debris. Payment will be processed through the Invoice Processing Platform (IPP) system, and contractor performance will be evaluated through the Contractor Performance Assessment Reporting System (CPARS). The RFQ incorporates FAR commercial item procedures (Parts 12 and 13) and includes mandatory federal clauses addressing labor standards, small business utilization, equal opportunity, payment terms, and supply chain security requirements.

The inspector shall take sufficient samples of all suspected ACM building materials and commercial products, components with lead (e.g. Lead Pipe) and/or lead-based paint (LBP) in accordance with guidance provided in this document or stricter state regulations and have them analyzed by an (insert accreditation for Lead and Asbestos) state certified laboratory.

Suspect asbestos and lead based paint samples shall be collected following professional protocols with appropriate sampling tools and leak-tight containers.

Each suspect sample shall be individually numbered, recorded on a sample log, description of material, quantified, and submitted under chain-of-custody to a laboratory certified under the Environmental Laboratory Accreditation Program.

Any sampling debris (i.e. protective clothing, contaminated wipes, respiratory cartridges, etc.)

will be the responsibility of the contractor. As such the contractor assumes all liability for the correct disposal of suspect ACM, ACBM waste, and lead waste.

A) ASBESTOS

The building assessment surveys will identify friable and non-friable asbestos-containing-materials (ACM) and asbestos containing commercial products. The survey shall consist of the identification, measuring, quantifying, testing and estimating the cost of removal of Regulated Asbestos-Containing Material ( RACM), Category I and Category II non-friable asbestos containing building materials, and commercial products that contain asbestos material. This survey shall be performed by a California State Certified Asbestos Building Inspector.

1) INSPECTION PROCEDURE

I. Proper bulk sampling methods for suspect ACM will be followed. Proper bulk sampling methods are defined as wetting with amended water, encapsulation after sample collection, and clean-up of debris associated with sample collection.

II. Obtain randomly distributed samples from each homogeneous area as listed in Table I. A material may be assumed to be ACM without sampling or based on the analytical results of fewer samples.

III. Locate and quantify all homogeneous areas of surfacing materials, thermal system insulation, miscellaneous materials, and asbestos commercial products in areas to be demolished or renovated. Note any possible asbestos debris that is present due to deterioration or damage in the above areas. Unless assumed to be ACM, all types of floor tiles in all layers must be inspected and sampled. Whenever necessary, destructive sampling must be done to access ducts and/or pipes in walls or chases and in areas above suspended ceilings to determine if ACM is present for buildings scheduled for demotion. In buildings that are not scheduled for demolition, the report shall identify areas where destructive testing was not conducted.

San Joaquin River NWR Page 5 of 7

IV. Analysis of suspect ACM bulk samples through Polarized Light Microscopy (PLM) shall be performed by persons or laboratories with proficiency demonstrated by current successful participation in a nationally recognized testing program such as the National Voluntary Laboratory Accreditation Program (NVLAP) or the National Institute for Standards and Technology (NIST) or the Round Robin for bulk samples administered by the American Industrial Hygiene Association (AIHA) or an equivalent nationally recognized round robin testing program.

V. The laboratory should delineate sample layers (i.e. VAT and mastic; drywall, mud, and tape; cloth wrap and mag; etc.).

VI. Tabulate results by property address. Show the location and square or linear footage of each homogeneous area. Quantify all assumed materials such as floor tile and resilient roofing and siding as ACM (note multiple layers). If ducts and pipes inside walls could not be visually inspected, they must be assumed ACM. The inspector's name, address, phone number, certification number and date of inspection must appear on each report.

VII. Provide an estimate for remediation of asbestos containing material.

2) ACM sample material shall be analyzed and retained by the laboratory for 30 days in case the Service requests follow on point count analysis.

TABLE I - Minimum Sampling Requirements for Asbestos Containing Materials The materials listed in this table are provided as common examples and are not a complete list of building components or equipment that require testing. Quantities of samples to be obtained per homogeneous area are:

DOI-AAAP-0050 CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM (DEC

2015)

1) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.

2) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.

3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.

4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.

5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.

a) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.

b) Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.

c) All information provided should be reviewed for accuracy prior to submission.

d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.

e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.

f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."

6) The following guidelines apply concerning your use of the past performance evaluation:

a) Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.

b) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.

c) Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.

7) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.

8) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.
