Place of performance is 5364 County Road 115, Alturas, California 96101. The contractor must design and construct a durable, safe, structurally sound two-bay reinforced concrete stop-log structure capable of supporting tractor-trailer and pedestrian traffic loads while meeting all applicable safety standards, regulatory requirements, and environmental compliance measures. The structure shall maintain the same operational purpose, hydraulic capacity, and general location as the existing weir unless otherwise approved by Fish and Wildlife Service, and must include stop-log rails, a staff or metering gauge for water level monitoring, and a crossing platform or access feature. The contractor is responsible for demolition and removal of the existing structure, proper disposal, restoration of disturbed areas, all necessary site surveys and elevation measurements, basic design sketches and calculations, quality control inspections and testing, and obtaining a USFWS escort for site access through private property.
The estimated contract value is between $50,000 and $60,000 on a firm-fixed-price basis. Period of performance is 62 calendar days from Notice to Proceed, with anticipated performance window August 31 through October 30, 2026. One hundred percent performance and payment bonds are required within 10 calendar days after award. The contractor must comply with Davis-Bacon wage determination CA20260007 and possess appropriate construction licensing. Work hours are limited to Monday through Friday, 7:30 AM to 4:00 PM Pacific Time, excluding federal holidays. A site visit is scheduled August 4, 2026 at 1:00 PM PST. Questions are due August 14, 2026 at 12:00 PM PST. Evaluation will weigh technical approach, past performance, and price. This is a combined synopsis/solicitation for a construction requirement prepared in accordance with the Federal Acquisition Regulation (FAR), including FAR Part 13, Simplified Acquisition Procedures, and FAR Part 36, Construction and Architect-Engineer Contracts, as applicable. This announcement constitutes a solicitation; offers are being requested in accordance with the terms, conditions, specifications, and attachments included in this notice. A separate written solicitation will not be issued.
U.S. Fish and Wildlife Service, Modoc National Wildlife Refuge ¿ Alturas, California design and construct requirement for a durable, safe, and structurally sound in-canal concrete water control structure that meets all regulatory standards. The structural integrity and safety shall ensure the in-canal structure is built to support the expected load capacities, tractor trailer and pedestrian traffic. The in-canal shall adhere to applicable safety standards and codes to mitigate risks during construction and throughout the operational life of the structure. The functionality and accessibility must provide a seamless connection between the specified locations to enhance efficiency and administrative access. Sustainability and environmental considerations should minimize environmental impact through the uses of sustainable materials and construction practices. Implement measures to protect nearby ecosystems and waterways during construction and operation. The compliance and quality assurance shall follow all local, state, and federal regulations governing construction activities.

This acquisition is subject to the Davis-Bacon Act. Applicable wage determination(s). Contractors must comply with minimum wage and labor standards set forth therein. This Request for Proposal (RFP) is a TOTAL SMALL BUSINESS SET ASIDE and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2025-06. The NAICS code is 237310 and the small business size standard is $45.0m.
Instructions to offeror: All responsible small business sources shall review all documentation and submit a proposal, which shall be considered by the agency. The contractor shall demonstrate within the bid relevant experience to successfully complete as followed in accordance with (Section L & M) ; all state and local law; provides appropriate licensed and certified within the state of California. Offerors shall submit a technical bid detailing their approach to construction, including schedule, labor resources, and compliance with applicable building codes and safety standards.
Statement of Work (SOW) and Attachments for additional details to create technical approach and pricing to the standard Award that will be made as a firm-fixed-price contract. The basis of contract shall be on technical approach, past performance, and Price, as acceptability for this requirement below. Award of the contract will be made to a responsible source pursuant to FAR subpart 9.1.

Bonds:
Bond is required. Contractors shall provide evidence of appropriate construction licensing and bonding in accordance with FAR 28.102-1 and FAR 52.228-15, Performance and Payment Bonds¿Construction. All required bonds must be submitted no later than 10 calendar days after award. Failure to provide required bonds may result in contract termination for default.
