About this opportunity

The Federal Highway Administration's Central Federal Lands Highway Division is soliciting bids for the rehabilitation and reconstruction of approximately 6.9 miles of Black Mountain Road (Forest Service Roads 29S02 and 29S10) in Los Padres National Forest, California. The project encompasses a 4-inch full-depth reclamation of the roadway pavement with a 2-inch asphalt overlay, along with drainage improvements, safety enhancements including cleaning or replacement of drainage flumes and culverts, addition of embankment material to eroded areas, and installation of delineators and object markers. Key contract requirements include maintaining traffic control to ensure continuous access to the Paso Robles Air Route Surveillance Radar facility and associated communication sites during construction, compliance with NPDES and California Construction General Permit requirements, and coordination with the U.S. Forest Service. Bids were due on November 20, 2025, at 2:00 p.m. local time, with bid opening scheduled for 2:30 p.m. MST in Lakewood, Colorado on the same date. The contract includes a base schedule spanning 81 calendar days (March 9, 2026 to May 2, 2026) and an optional schedule (Option X) that would extend work by approximately five additional miles and 10 calendar days.

This solicitation is designated as a Total Small Business Set-Aside, restricting competition to small businesses with average annual gross receipts under $45 million. The project value falls within the $5-10 million range, with the Engineer's Estimate set at $5,915,000.00; the lowest bid submitted was $4,173,590.28 from Rob Reynolds Construction, Inc., while the highest bid reached $9,073,144.00. Bidders are required to submit prices for both the base schedule and Option X, with work scheduled to conclude by May 29, 2026 (or June 12, 2026 if Option X is awarded). The project includes cleaning 32 total drainage structures comprising seven buried culverts and 25 above-ground drainage flumes, along with installation of a Welded Wire Mechanically Stabilized Earth retaining wall to address slope failure. Work will be performed in Paso Robles, California (93446), with the project site open and accessible to the public; no site visit was scheduled, though all bidders were afforded the opportunity to inspect the location.

PROJECT NAME:BLACK MOUNTAIN ROAD

PROJECT DESCRIPTION:

Black Mountain Road, also known as Paso Robles Radar Road, provides access to the Paso Robles California Air Route Surveillance Radar (ARSR) site, where continuous safe access to the facility is required. From the intersection with the County Road, the lower section of the road is 3.0 miles of Forest Service Road 29S02 (aka Navajo Road). The lower section facilitates public access to campgrounds and other roads within the National Forest. The upper section of the road is 3.9 miles of Forest Service Road 29S10 (aka Black Mountain Road). The upper section only provides access for Federal Aviation Administration (FAA) staff to the radar facility, with a gravel spur road providing access to AT&T and a private antenna site (the South Peak area), and to a few intersecting Off-Highway Vehicle (OHV) trails.

PROJECT DETAILS:

This project will rehabilitate and reconstruct approximately 6.9 miles of a paved (asphalt) access road to the Paso Robles Long Range Radar site beginning at the FS boundary at milepost 0.3 and ending at the gate of the FAA radar site at approximately milepost 7.22. The project will also include drainage improvements and provide safety improvements where feasible.

The project will consist of a 4-inch full depth reclamation (FDR) of the roadway pavement and 2-inch asphalt overlay. Cleaning or replacement of damaged or missing drainage flumes, cleaning of drainage flumes and culverts, adding embankment material to eroded areas, and installation of delineators and object markers. Roadway cross slopes vary but will be replaced to closely match existing conditions with minor adjustments made to direct runoff to new drainage flume locations. Traffic control will be required to maintain access to radar and communication sites during construction.
