About this opportunity

The Federal Highway Administration is seeking to determine contractor interest for the CA ERFO FS LSPDR 2023-1(1B) Black Mountain Road project, which involves rehabilitating and reconstructing approximately 6.9 miles of paved access road to the Paso Robles Long Range Radar site. The project will include full depth reclamation of roadway pavement with asphalt overlay, drainage improvements, and safety enhancements where feasible. Contractors must demonstrate their capability to bond for a $10 million single project and provide their aggregate bonding capacity through a bonding agent letter. Interested prime contractors must submit their intention to bid, confirmed socioeconomic categories, bonding capacity documentation, and a list of comparable road construction projects by 2 p.m. Denver time on July 31, 2025, to CFLAcquisitions@dot.gov. The agency is specifically seeking responses from small businesses, HUBZone small businesses, woman-owned small business concerns, 8(a) small businesses, or service-disabled veteran-owned small businesses to determine if a set-aside is appropriate.

Currently, no set-aside designation has been established, as this pre-solicitation notice is being used to gauge interest from qualified socioeconomic contractors to potentially implement a set-aside program. The project has an estimated value ranging between $5 million and $10 million, with anticipated advertisement in fall 2025 and construction beginning in early 2026. Key project specifications include 4.5 miles of shoulder and ditch reconditioning, 7 miles of full depth reclamation, 6,000 tons of asphalt concrete pavement, and cleaning of 67 culverts in place. The project is expected to be completed by July 2026, requiring traffic control measures to maintain access to radar and communication sites during construction. No current incumbent contractor is identified in this pre-solicitation notice.
