Questions and Answers during Advertisement for CA ERFO FS LSPDR 2023-1(1B) Black Mountain Road

October 21, 2025

Questions Answers 1 The Site Map (Page 4 of the Drawings) shows a “water source” at the USFS Pozo fire station no. 31. What is this water source (hydrant, lake, stream, etc.)? Is there a cost associated with using this water source?

Refer to SCR section 105.02(d) for water source information.

2 Is there a scheduled site visit for this IFB? If not, can we freely access the site?

There is no site visit scheduled. The site is open and accessible to the public.

3 In regards to cleaning the culverts, can they be flushed with water? If so, does the flush water need to be captured, or can it run down existing drainage?

Refer to Section 607 of the contract for requirements related to cleaning the culverts. Methods used to clean culverts must also comply with Section 107 of the contract regarding NPDES and California Construction General Permit requirements.

4 How much water are contractors able to use from the USFS Pozo

Fire Station per day?

Contact the Forest Service Contact identified in Section 105 of the SCRs for more details on water usage from the Pozo Fire Station.

5 Can the road be closed during construction? Refer to Section 156 of the SCRs for traffic control requirements.

6 If we can’t close the roads, are flaggers required for the duration of the work on site?

Refer to Section 156 of the SCRs for traffic control requirements.

7 Do we need a road permit from the state of CA in order to do this work?

Refer to Section 107 of the SCRs for permit requirements.

8 What are the fire prevention requirements? Refer to Section 107 and Appendix A of the SCRs for the fire prevention plan.

9 The RFP states that if Option X gets awarded, contractors will only have an additional 2 weeks to complete all of the work. If Option X gets awarded, are contractors able to receive a POP extension in order to complete all the required work on 5 additional miles of road work?

If Option X is awarded, it is expected to be awarded at the same time as Schedule A, allowing for efficiency of construction operations between Schedule A and Option X activities. Therefore, a POP extension is not anticipated if Option X is to be awarded.

10 Considering this bid is a hard copy submission, can the bid due date be extended to allow contractors time to review the RFI responses and adjust their price accordingly. An extension of 1 week would be appreciated.

The bid due date will be extended by amendment to 11/20/2025.

11 Will there be a virtual bid opening for this project? If so, is there a link where contractors can view the results? If not, will the bid opening be in person?

There is no virtual bid opening for this project. Bids will be opened in Lakewood, CO on 11/20/2025 and the results will be posted to SAM.gov afterwards.

12 The RFP states Contractors are not allowed to perform any work on site until March 9, 2026 and must complete the work in the base bid by May 2nd, 2026. This is a total of 81 calendar days and does not include holidays, weekends or required days off. We don’t believe this is enough time to complete the work in this contract, especially if this road needs to remain open throughout construction. Will the client consider extending the POP to allow enough time to complete a project of this size and complexity?

The contractor may submit a time impact analysis to be evaluated by the Government. A revised contract completion date will be considered based on the Government’s review of the time impact analysis.

13 Can the superintendent on site wear 3 hats? (Superintendent, QC Manager, SSHO), or do they have to be individual people?

The superintendent may serve as the Quality Control Manager and Traffic Control Supervisor.

14 Please confirm whether we need a local police presence on site during construction.

No local police presence is required.

15 Can some of the existing gravel pullouts noted on the plans be developed slightly to facilitate 10 wheelers being able to turn around?

No ground disturbance beyond the existing ground disturbance along the pullouts is not allowed.

16 If Option X is awarded the Government is giving the contractor an additional 10 work days. Can you confirm if that is correct?

Because it doesn’t seem like that is an adequate amount of additional time given the amount of additional work.

If Option X is awarded, it is expected to be awarded at the same time as Schedule A, allowing for efficiency of construction operations between Schedule A and Option X activities. Therefore, a POP extension is not anticipated if Option X is to be awarded.

17 There are two duplicate bid items on Option X: X0380 & X0400.

Is that a mistake or will it be 32 culverts total that need to be cleaned?

There are a total of 32 drainage structures to be cleaned. There are 7 buried culverts that require cleaning and 25 above ground, drainage flumes that require cleaning.

18 When reviewing the changes to the Invitation for Bid packet, Modification No. 5 states: “Replace pages D-1 to D-54 with the attached revised pages D-1 to D-54.” However, the original packet only goes up to page D-25, and the addenda only go up to page D-

31. Could you please confirm whether pages are missing from the addendum, or if the page numbers noted in Amendment are incorrect?

Please refer to A002 A001 stated "Replace pages D-1 to D-54 with attached revised pages D-1 to D-54". The correct statement is Replace pages D-1 to D-25 with attached revised pages D-1 to D-31.

19 Can the Verdura Retaining Wall System be used as an alternate / equal to the specified Welded Wire MSE Wall on the plans? The Verdura Retaining wall has been approved by Caltrans and has standard drawings. The system can also be designed for a site specific condition and soil strength.

The specified Welded Wire MSE Wall is required per the contract plans.

Alternate wall systems will not be considered.
