About this opportunity
The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground has issued a Special Notice for a Call for White Papers (WP) related to C5ISR/EW Modular Open Suite of Standards (CMOSS) technology. This notice is specifically designed for market research purposes and does not constitute a formal solicitation for a contract. The C5ISR Center is seeking white papers from companies interested in implementing CMOSS technology in legacy and emerging mission spaces. The primary goal is to enable rapid integration of new capabilities into existing C5ISR systems while reducing lifecycle costs. This call is issued under Broad Agency Announcement (BAA) solicitation number W56KGU-23-R-RTID and follows a "two-step" procurement process.
Contractors interested in participating must submit a white paper no later than February 15, 2025, at 5:00 pm EDT via email to the RTI BAA Mailbox. The white paper submission is limited to ten pages and must include specific company information such as company name, address, technical and business points of contact, CAGE code, facility clearance level, and Joint Certification Program (JCP) certification. Additional technical details are available in a controlled attachment containing Controlled Unclassified Information (CUI), which can only be accessed by JCP-certified companies until January 31, 2025. The government will use these white papers to determine whether future solicitations will be full and open competitions or set aside for specific small business categories. Importantly, respondents will not be reimbursed for costs incurred in preparing the white paper, and submission does not guarantee any contract award or commitment from the government.
Notice text
This call for White Paper (WP) is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.202 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This is a CALL for WP and the C5ISR Center is currently conducting market research only. No award is anticipated as a result of this call for WP. The Government will not reimburse costs incurred by respondents in response to this call for WP, or for participating in any information exchange regarding details of the call for WP.
Any information submitted by respondents to this WP synopsis is voluntary. The Army does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this synopsis as a commitment for any purpose. Respondents will not individually be notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g., SDVOSB, HUBZone, 8(a), WOSB, EDWOSB.).
Note: This is a call for Procurement Contract WPs only and will be governed by the “two-step” process described in General Information of Broad Agency Announcement (BAA) solicitation number W56KGU-23-R-RTID.
