About this file
This is a Call for White Papers (WP) issued by the US Army Combat Capabilities Development Command (DEVCOM) C5ISR Center seeking proposals for implementing C5ISR/EW Modular Open Suite of Standards (CMOSS) technology in legacy and emerging mission spaces. The objective is to enable rapid integration of new capabilities into existing C5ISR systems while reducing lifecycle costs, particularly focusing on systems that integrate diverse functions in a single chassis for sharing resources between multiple Radio Frequency systems.
The government intends to award 1-3 contracts with 24-month performance periods and total funding up to $40M, with individual awards ranging from $500K to $20M. White Papers are due by February 15, 2025 at 5:00 PM EST, with technical questions due by January 24, 2025. The anticipated award date is June 2025. The submission should not exceed 10 pages and must include company information including CAGE code, facility clearance level, and JCP certification. Additional technical details are available in a controlled attachment (CUI) accessible only to JCP-certified companies through January 31, 2025. This is a "two-step" process under BAA W56KGU-23-R-RTID, and companies must submit a white paper before being eligible to submit a proposal.

This call for White Paper (WP) is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.202 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents should not construe this synopsis as a commitment for any purpose. Respondents will not individually be notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g., SDVOSB, HUBZone, 8(a), WOSB, EDWOSB.).
Note: This is a call for Procurement Contract WPs only and will be governed by the “two-step” process described in General Information of Broad Agency Announcement (BAA) solicitation number W56KGU-23-R-RTID. Respondents that submit a proposal without first submitting a WP may not be eligible for award.
Description
The United States Army Combat Capabilities Development Command (DEVCOM), Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and
Reconnaissance (C5ISR) Center Engineering & Systems Integration (ESI) Directorate is issuing this call for White Papers in association with Topic FC-05 PNT Enablers and Modular Open Systems Architectures (MOSA).
The US Army C5ISR Center Research and Technology Integration (RTI) Directorate is performing research, development, and prototyping of systems implementing C5ISR/EW Modular Open Suite of Standards (CMOSS). These systems will integrate diverse functions together in a single chassis, allowing for the sharing of resources.
These standards define the use of shared resources between multiple Radio Frequency (RF) systems. As with any multi-function systems, conflicts will arise and require the transmission of simultaneous signals at the same or similar frequencies at differing power levels.
AWARD INFORMATION
ANTICIPATED AWARD DATE: June 2025
ANTCIPATED FUNDING: Under this call, the Government intends to award one (1) to three (3) contract(s) with a Period of Performance (PoP) of at least twenty-four (24) months.
