1.Subject announcement alternately lists NAICS 541330 AND 541310. Can either one submit as prime?
The prime for this contract shall be NAICS 541330 as this is an engineering heavy contract.
2.Submission instructions state 5 projects in SF 330 format. Do you also want resumes and other parts of the SF 330?
Please complete all aspects of the SF 330 and not just the past performance part.
3.Will site visits be permitted prior to submission to better identify a boiler controls subject matter expert vendor partner? If not, may we request drawings and equipment schedules?
Site visits will not be held at this time. A site visit will be held after selection of the most qualified vendor.
4.Will the SME vendor be allowed to bid on the project post-award?
Yes the SME Vendor can bid on the project during post award period as well as during the construction contract.

Request for Information:
The scope of work for the above-referenced project states that the A/E shall involve a boiler controls subject matter expert early in the design process. Is it required that this subject matter expert be a third party, or can this person be in-house personnel?
Response #1:
In accordance with this section of the SOW, due to this project's complexity, the VA intends to use a commissioning agent throughout the project. The A/E shall also involve a boiler controls subject matter expert (Controls SME) early in the design process. The VA intends that the controls SME is familiar with the equipment within the plant and will be able to provide factory authorized service within a two-hour time frame from a hub located within a fifty-mile driving distance.
It was Butler VA s intent that the controls SME be a vendor partner that will be involved in the project from start to finish, this partner shall be able to provide insight and coordination to both the existing boiler plant equipment and also all new equipment that is being installed.
Additionally, a third-party commissioning agent is to be brought onboard at the beginning of the design process. Should this person's credentials be included in the SF330 package?

THIS PRESOLICITATION NOTICE THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS A REQUEST FOR STANDARD FORM (SF) 330'S ARCHITECT-ENGINEER QUALIFICATION PACKAGES ONLY. ALL INFORMATION NEEDED TO SUBMIT SF 330 DOCUMENTS IS CONTAINED HEREIN. AT THIS TIME NO SOLICITATION PACKAGE, TECHNICAL INFORMATION, OR BIDDER/PLAN HOLDER LIST IS BEING ISSUED. THE GOVERNMENT WILL NOT PAY, NOR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. This announcement is for the selection of an Architect /Engineer Firm to perform design services, engineering, produce technical specifications, working drawings, and cost estimates, as-built drawings, provide construction period services, and site visits for the Construction Project 529-22-101 Replace Boiler Plant Master Control Panel (SEE: Attachment SOW Replace Building 7 Master Control Panel )
This announcement is set-aside for firms classified as "Service-Disabled Veteran Owned Small Business" (SDVOSB ) under NAICS code 541310 Architectural Services. The magnitude of construction for the above referenced project is between $1,000,000.00 and $5,000,000.00. The estimated duration of design is 330 Days from the issuance of the Notice to Proceed. The AE will be required to support the Construction contract and shall remain actively involved through Construction Period Services and requested site visits.
This is not a Request for Proposal pricing and an award will not be made with this announcement. This announcement is a request for SF 330s from qualified firms that meet the professional and set aside requirements listed in this announcement. The proposed services will be obtained by a negotiated Firm-Fixed Price Contract.
Contract Award Procedure: Before a small business is proposed as a potential contractor, they shall be certified by VETbiz and registered in the System for Award Management (SAM) via internet site at http://www.sam.gov. Failure of a proposed SDVOSB to be certified by the CVE at the time the SF 330 is submitted will result in their elimination from further consideration for award. The government will evaluate the SF330s in accordance with FAR 36.602-1 through FAR 36.602-4 selection process since the contract for this project may exceed the simplified acquisition threshold.
The SF330 must address identified capabilities that are summarized in 1. through 6 below. The Professional Qualification and Specialized Experience/Technical Competence factors are more important than the other six factors which are listed in descending order of importance.
1. Professional Qualifications: necessary for satisfactory performance of required services.
2. Specialized experience and technical competence: in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials.
3. Capacity: to accomplish the work in the required time.
4. Past performance : on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules.
5. Location: in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project.
6. Key Management Personnel: that will be assigned to this project. Their Individual Qualification on like projects.
SUBMITTAL REQUIREMENT:
Who May Submit: This project is set aside for FAR 852.219-10, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside (Dec 2009). The NAICS for this project is 541310 Architectural Services.
SF330 Architect-Engineer Qualifications Parts I & II (Reference FAR Part 36.603) . Contractor to submit no more than five (5) relevant projects.
Your submission must not exceed 50 pages(double-sided), or 100 (single-sided) pages and present no more than five (5) of the most relevant projects, completed or in construction period services within the past five (5) years. Interested firms submitting any more than five (5) projects, AND your SF330 will be eliminated and no further submissions will be accepted from your company for this requirement.

(i) Interested firms having the capabilities to perform this work shall submit their Standard Form 330 (Parts I & II) not later than October 28, 2021 at 4:30PM (Eastern Daylight Time).
(ii) Late proposal rules found in FAR 15.208 will be followed for late submittals.
The A-E shall not include company literature with the SF 330.
Personal visits to discuss this announcement will not be allowed.
