About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 5 (VAMC Martinsburg) issued this Special Notice on February 12, 2026, regarding a sole source contract award for Architect-Engineer (A/E) services. The contracting office, located at 510 Butler Avenue, Building 306A, Martinsburg, West Virginia 25405, intends to award the contract to Nagel Services LLC, based in Elm Grove, Wisconsin. The work involves continued A/E services supporting the Build Out Shell Space B500-3A for ICU at the Martinsburg VAMC. This contract falls under NAICS Code 541330 (Engineering Services) and Product Service Code C1DZ (Architect and Engineering - Construction: Other Hospital Buildings). The sole source justification centers on Nagel's existing relationship as the designer of record for the original design and the firm's proprietary knowledge of the project.
The VA's stated objective is to retain Nagel Services LLC to continue A/E services, updating the design to comply with the latest VA design requirements and guidance, given that approximately 40 percent of the previous design's construction has already been completed. The response deadline for interested parties to submit evidence that competition would be advantageous to the Government is 11:00 AM Eastern Time on Friday, February 27, 2026. Responses should be directed to Contracting Officer Robert Tyler Hallock at Robert.hallock@va.gov or by phone at 304-596-0651. The VA justifies the sole source approach by emphasizing that Nagel possesses detailed engineering calculations, proprietary design knowledge, and an in-depth understanding of integrated systems developed during prior project construction, and that transitioning to a new contractor would result in extensive duplication of effort, significant additional costs, and schedule delays. Although this is a sole source procurement, the VA is inviting comments from interested parties regarding the competitive advantage of opening the contract to competition.
