About this opportunity

The Department of Veterans Affairs Veterans Health Administration Network Contracting Office 04 has published a Special Notice announcing its intent to award a sole-source contract to Miller-Remick, a Service-Disabled Veteran Owned Small Business, for construction period services related to the Primary Care Conversion to PACT project at the Altoona VA Medical Center. This procurement falls under NAICS code 541330 (Engineering Services) with a small business size standard of $25.5 million and is justified under FAR 6.302-1(a)(ii)(A) statutory authority. The contract involves providing construction period services and conducting site visits during the construction phase of project 503-21-101. Miller-Remick has been selected as the original designer of record, and the VA believes using another contractor could result in additional design costs and construction delays. The notice emphasizes that it is not a request for quotes or proposals and that no contract award will be made based on responses to this announcement.

The purpose of this Special Notice is to fulfill FAR requirements for disseminating information about proposed contract actions while providing an opportunity for other capable contractors to express their interest in the requirement. Any responsible source that believes it can meet the project requirements may submit a capability statement to Amanda Murphy at Amanda.Murphy5@va.gov by September 12, 2025, at 4:00 PM Eastern Time. The services include reviewing contractor submissions, providing recommendations on change proposals, conducting fourteen site visits, and performing independent cost estimates for construction change orders related to the primary care conversion project. The VA has made clear that respondents should not include proprietary, classified, confidential, or sensitive information in their submissions, and the government reserves the right to use any submitted information for market research purposes without obligation to provide feedback or acknowledgment. The final decision on whether to compete this requirement remains at the government's discretion based on the responses received.
