About this opportunity

The Department of Veterans Affairs Network Contracting Office 21 (NCO 21) is seeking architectural and engineering (A&E) design services for Project 570-26-315 at the Veterans Affairs Central California Health Care System (VACCHCS) in Fresno, California. The primary scope involves designing the replacement of three Air Handling Units (AHUs) located in the OPC building (basement, second floor, and third floor) along with all necessary ancillary components including air and cooling distribution systems, return and exhaust equipment, humidity control and monitoring systems, electrical, plumbing, and low voltage work. Interested firms must submit Standard Form 330 (SF 330) proposals to Alison Weinstein (alison.weinstein@va.gov) and Jose A. Hernandez (jose.hernandez1@va.gov); the deadline for submission was extended to March 16, 2026 at 8:00 AM PDT. The government will evaluate proposals based on five factors: professional qualifications of licensed architects and engineers, specialized experience and technical competence in similar hospital projects, capacity to accomplish work within 245 calendar days, past performance documented through CPARS evaluations, and geographic location. The solicitation was initially posted January 9, 2026, with the formal Request for Proposal issued February 5, 2026, and amendments issued through March 30, 2026.

This procurement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under the Veterans First Contracting Program, restricting competition exclusively to verified SDVOSB firms registered in the System for Award Management (SAM) and the Small Business Administration's Dynamic Small Business Search (DSBS). The project magnitude falls between $1 million and $2 million, with a project budget constraint of not to exceed $18,796,000 for construction implementation. Eligible firms must meet the NAICS code 541330 (Engineering Services) classification with a small business size standard of $25.5 million and fall under PSC code C1DA (Architecture and Engineering Construction: Hospitals and Infirmaries). The design services are structured across a 245-calendar-day schedule divided into three phases: Site Evaluation/Programing/Schematic Design (63 days at 35%), Design Development (63 days at 65%), and Contract Documents (119 days at 100%). However, it should be noted that the solicitation was cancelled effective March 30, 2026, via Amendment 0003 at the request of the agency/facility, making this opportunity no longer available for proposal submission.
