About this file
This is a Statement of Work (SOW) for architectural and engineering (AE) design services for the VA Central California Health Care System (VACCHCS) in Fresno, California, dated December 19, 2025.
The project focuses on replacing three Air Handling Units (AHUs) in the Outpatient Clinic (OPC) building—one in the basement serving the first floor and two in the penthouse serving the second and third floors—along with associated ductwork, control systems, and ancillary equipment. The design must transition the facility from a dual duct system to a single duct VAV reheat system and include 100% outside air capability for emergency epidemic events. The project budget is not to exceed $18,796,000, and the AE firm is solely responsible for meeting this funding limitation; any redesign efforts to meet budget constraints are at the AE's expense. All new equipment, electrical, plumbing, low voltage, architectural, and structural changes necessary to support the replacement must be included in the design. The project must maintain operational services during construction with emphasis on phasing and infection control and recovery (ICRA) compliance.
The AE must be a licensed architect or engineer in any U.S. state and comply with FAR 36.601-3. Within two weeks of receiving the Notice to Proceed, the AE must submit a Quality Assurance/Quality Control (QA/QC) plan designating a certified independent third-party (CITP) firm with a licensed professional to serve as QA Officer. The design schedule spans 245 calendar days from Notice to Proceed, comprising three phases: Phase 1 (Site Evaluation/Programing/Schematic Design at 35% = 63 days), Phase 2 (Design Development at 65% = 63 days), and Phase 3 (Contract Documents at 100% Not for Construction and For Construction = 119 days total). Deliverables include three hard copies of drawings (one full-size ARCH E1 30" x 42" and two half-size ARCH C 18" x 24"), specifications, calculations, cost estimates, and marked-up as-built drawings. The AE must conduct thorough site investigations to validate as-built drawings, evaluate impacts to existing electrical, mechanical, plumbing, fire safety, and data systems, and coordinate with a structural engineer for any new or modified structural work. Payment is deliverable-based according to a schedule of values totaling 100%: QA/QC plan approval (3%), initial programming/schematic coordination meetings (10%), Schematic Design approval (20%), 65% Design Development approval (22%), 100% For Construction Documents approval (23%), Construction Administration (15%), final site visit completion (3%), and as-built document acceptance (4%). Construction period services are optional and include bidding support, answering contractor RFIs within five calendar days, and post-award services such as reviewing RFIs within seven days and submittals within fourteen days, with a minimum of 30 site visit hours required.

Outpatient Clinic (OPC) building and all necessary ancillary components of the AHU and air and cooling distribution including return, exhaust, humidity control and monitoring equipment.
One AHU is located in the Basement mechanical room and serves the entire first floor of the OPC. The second AHU is in the OPC Penthouse and serves the entire second floor of the OPC.
The third AHU is in the OPC Penthouse and serves the entire third floor of the OPC. This project will require the transition from a dual duct system to a single duct VAV reheat system.
This project includes all the necessary electrical, plumbing, low voltage, architectural and structural changes necessary to support equipment replacement, expansion, or modification to meet current design criteria for these types of systems. All new AHUs shall provide 100% outside air mode to operate in an emergency epidemic event. This emergency epidemic mode (100% OSA) system must be activated manually. Below is a current floor layout (rooms/area affected are shown).
