About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 is conducting market research through this sources sought notice for an Architecture-Engineering project to upgrade HVAC systems at five buildings (203A, 204A, 205A, 206A, and B211A) at the Southern Oregon Rehabilitation Center and Clinics in White City, Oregon. The buildings are utilized for Residential Rehabilitation and Treatment Program services and outpatient specialty care, requiring firms to assess existing HVAC systems and design upgrades to achieve specific air changes and negative pressure spaces. Interested firms must submit responses by 9:00 AM on August 28, 2025, via email to Helen.Woods@va.gov, including company information, SAM UEI, and a two-page capability statement demonstrating relevant experience with similar HVAC upgrade projects. The anticipated NAICS code is 541330 (Engineering Services), and while SAM registration is not required to respond to this notice, it will likely be mandatory for any future award consideration. Small businesses are specifically asked to identify potential challenges with subcontracting limitations that restrict prime contractors from paying more than 50% of contract performance costs to non-similarly situated subcontractors.
This opportunity is designated as unrestricted with no set-aside provisions, making it open to all qualified firms regardless of size or socioeconomic status. No current incumbents or contractors are identified in the documentation provided. The design funding limit for this project is established at $3,171,300.00, providing a clear budget constraint within which firms must develop their HVAC upgrade designs. The project involves five separate buildings that require comprehensive HVAC system assessments and subsequent upgrade designs. The Government anticipates providing a detailed statement of work if a formal SF330 request is issued following this market research phase. Firms responding to this sources sought notice should be prepared to demonstrate specific capabilities and experience rather than providing generalized statements, as the responses will inform the acquisition strategy for potential future procurement actions.
