About this opportunity

Veterans Integrated Service Network 10 (VA) intends to solicit architectural and engineering design services for Building 79 improvements at VA Northern Indiana Health Care System, Marion Campus, under a Service-Disabled Veteran-Owned Small Business set-aside, with responses due June 12, 2026 at 10:00 a.m. EST.

The solicitation will follow Brooks Act procedures under FAR 15 and FAR 36.202. Firms must submit SF 330 qualification packages limited to 50 pages as a single PDF file not exceeding 15 MB. All architects and engineers must be registered to practice in their respective professional fields. SDVOSB status will be verified through the SBA's VetCert database; all firms must maintain current SAM.gov registration.

The scope encompasses 100% design services including schematic design, design development, construction/bid documents, construction administration, technical specifications, and cost estimates. The design project encompasses spaces for a Carpenter Shop, Locksmith operations, Plumbing Shop, and upgrades to the existing Central Fabrication Unit (Prosthetics), with site work including roofing and exterior facade repairs, fire protection, HVAC with rooftop penthouse and steam systems, freight elevator installation, physical security with cameras, and abatement of lead and asbestos. The A/E firm must employ a Certified Industrial Hygienist to conduct background sampling, continuous air monitoring during abatement, and final inspection and testing; a third-party commissioning agent to verify design and construction compliance with Federal Mandates; and a third-party independent cost estimator. Design shall utilize Revit 2025 BIM and adhere to VA Technical Information Library standards and adopted codes including IBC, NEC, NFPA 101, and ABAAS accessibility standards.

The design schedule is 200 calendar days with construction phasing. The construction budget is $10,000,000.00. Evaluation criteria in descending order are professional qualifications of key personnel, specialized experience and technical competence in similar projects from 2021 or later (prioritizing energy conservation, pollution prevention, waste reduction, and recovered materials experience), capacity to accomplish work timely, and past performance on government and private contracts.
