About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 7 (Network Contracting Office 7) is seeking construction period services (CPS) and engineering support for Project 509-24-250, the Replace Cooling Towers project at Charlie Norwood VA Medical Center in Augusta, Georgia. The required services include construction submittal reviews, responses to contractor Requests for Information (RFIs), execution of design changes, attendance at site visits, and construction-related meetings to ensure the original design intent is properly executed and interpreted. This is a Notice of Intent to Sole Source under FAR Subpart 6.302-1, meaning the agency intends to award to a single source rather than issue a competitive solicitation. However, any System for Award Management (SAM) registered firm may submit a written capability statement to the Contracting Officer by April 28, 2026, at 4:00 PM Mountain Time, explaining how it could effectively meet the requirement and operate within the same project footprint. The applicable NAICS code is 541330 (Engineering Services), and interested parties should contact Contracting Officer Terrence J. McMillan at terrence.mcmillan@va.gov or 478-390-2220 for additional information.
This contract opportunity is designated as a Service-Disabled Veteran-Owned Small Business (SDVOSBC) set-aside. The agency intends to retain KSM A&E Federal Group, LLC as the architect-engineer designer of record (DOR) for both the solicitation and the duration of the project construction contract. The design contract is 100% complete, with the construction period of performance currently scheduled for completion no later than October 9, 2026. While a specific award value or budget range is not disclosed in this pre-solicitation notice, the size standard for the NAICS code 541330 is $25.5 million. The timing is critical, as funding for the design phase has expired and CPS services are needed to support the ongoing construction activities and ensure project completion within the established deadline.
