About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 seeks architectural and engineering design services for remediation of underground storage tanks at Reserve Center, with Standard Form 330 proposals due September 21, 2026, at 4:00 PM Eastern Time. The procurement is a 100% Service-Disabled Veteran-Owned Small Business set-aside with a small business standard of $25.5 million and an estimated construction magnitude of $8.6 million.

Place of performance is 2907 Pleasant Valley Boulevard, Suite 9, Altoona, Pennsylvania 16602. The NAICS code is 541330, Engineering Services; PSC is C1DA, Architect and Engineering—Construction: Hospitals and Infirmaries.

The contract follows Brooks Act procedures under FAR Subpart 36.6 and will be Firm Fixed Price. Prospective SDVOSB firms must be registered in the Small Business Administration Registry and System for Award Management at time of submission. Required submissions include SF 330, SAM Unique Entity Identifier Number, primary point of contact email, Errors and Omissions Insurance Policy, Pennsylvania State Licensure documentation for the prime SDVOSB firm, and identification of the primary design office.

The scope includes general renovation covering architectural, structural, mechanical, electrical, fire protection, plumbing, HVAC, and digital controls work, with construction period services totaling twelve days of required site presence. All CADD deliverables must be in Autodesk REVIT 2025 format. Contractors must comply with a site-specific water safety plan and coordinate with a Fire & Safety Professional Engineer.

The top three most highly qualified candidates will be selected for oral presentations. Evaluation criteria prioritize Professional Qualifications to Perform Services Required and Specialized Experience and Technical Competence (equally weighted and significantly more important), followed by Past Performance, Experience in Construction Period Services, Use of Service-Disabled Veteran-Owned Small Businesses, Capacity to Accomplish Work, and Geographical Location. Extra consideration is given for Department of Veterans Affairs facility experience.
