About this opportunity
The Portsmouth Naval Shipyard is soliciting Zetec, Inc. to provide specialized Non-Destructive Testing (NDT) Eddy Current calibration standards through a sole source procurement. The contract requires Zetec to fabricate prefabricated defects in three specific tube standards made from 70/30 Copper Nickel alloy tubing for NDT inspection purposes, along with creating Diesel Heat Exchanger ET Standards. The government will furnish the raw materials including metallic tubes and brass rings, which Zetec must modify according to precise specifications outlined in two separate Statements of Work and return to the shipyard with NIST traceable certification reports. The solicitation is being evaluated on a lowest price technically acceptable basis, considering both technical capability and pricing. Quotes are due by July 9, 2025, at 5:00 PM ET, with the period of performance beginning immediately after contract award and receipt of Government Furnished Property.
This procurement does not utilize any set-aside designations and is structured as a sole source acquisition specifically targeting Zetec, Inc. as the only NAVSEA-approved vendor currently authorized to perform this specialized work. The contract involves manufacturing six sets of calibration standards using government-provided materials valued at approximately $2,478 total ($293.64 per metallic tube and $119.43 per brass ring set). Performance will occur at Zetec's facility located at 8226 Bracken Place SE, Suite 100, Snoqualmie, WA 98065, with a required completion timeline of 8-10 weeks after receiving the government furnished materials. The contractor must return all government property to Portsmouth Naval Shipyard no later than 8-10 weeks after receipt, with all work performed under strict requirements including US citizenship for personnel and adherence to naval shipyard safety protocols.
