About this file

This is a Statement of Work (SOW) for Eddy Current (ET) Data Acquisition Calibration Standards for the Portsmouth Naval Shipyard. The SOW requires a vendor to fabricate three specific tube standards with detailed, precise defects for non-destructive testing (NDT) inspection using the Eddy Current method. The three standards include an ASMEC-055 Handheld Array/ASME Combo Standard, a WTMF-022 Handheld EDM Mill Flat Standard, and a W360-026 Handheld EDM 360-Degree Ring Standard, all made from 70/30 CuNi tube with varying wall thicknesses and engineered flaws such as wall thinning, radial expansion, and groove defects.

The government will furnish the raw material, with specific length requirements for each standard, and the vendor must create NIST traceable certification reports documenting the as-built dimensions. The standards are to be delivered to Portsmouth Naval Shipyard by May 1, 2025, with all work to be completed at the vendor's location (Zetec, Inc. in Snoqualmie, WA). The SOW includes strict requirements for contractor personnel, including US citizenship, safety protocols, personal protective equipment, and vehicle inspections when accessing the naval shipyard. The procurement is identified as a sole-source acquisition from Zetec for creating these specialized NDT calibration standards.
