About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center is conducting market research to identify potential sources for a System Integration Lab (SIL) maintenance contract supporting the C-5M fleet. The requirement involves maintaining and configuring SIL facilities to support modified C-5 aircraft, including hardware and software simulations for various testing and investigation purposes. Contractors must be capable of providing up to 80 hours of SIL operation per 30-day period and maintain a facility accessible to government and supporting contractors, with a required SECRET security clearance. The market research seeks detailed information about contractors' software development capabilities, technical expertise, quality assurance processes, and past performance in mission-critical systems. Interested parties must submit comprehensive responses to the contracting team by March 7, 2025, at 5:00 PM EST, with the understanding that participation does not guarantee future solicitation involvement.

The procurement opportunity is not currently set aside for any specific business category, though the NAICS code 336413 suggests potential small business participation. No specific incumbent contractor or award value was disclosed in the pre-solicitation notice. The contract will require contractors to demonstrate expertise in DevSecOps, software development lifecycle methodologies, and the ability to integrate with existing DoD systems and platforms. Respondents must provide detailed information about their team's composition, experience with classified information, and capabilities in developing secure, high-reliability software solutions. The government emphasized that all responses must be submitted in an electronic format not exceeding 10 MB per email, with multiple emails permitted to accommodate submission requirements.

Notice text

The Government is conducting market research to identify potential sources that have the knowledge and experience to provide System Integration Lab (SIL) in support of the C-5M fleet.  This effort would require up to SECRET security clearance.

These services include but not limited, ensuring the SIL/s are maintained and configurable to support all fielded C-5 AMP/RERP modified aircraft. This includes a mix of real hardware and software simulations to provide the Government support for DR investigations, Aircraft test support, LRU test support and software development testing. The SIL must be available on-demand to support 80 hours of operation per thirty (30) day calendar period (within the constraints of one shift during the normal five-day workweek).  The Contractor shall provide the Government and other contractors supporting C-5 aircraft systems that interface with or support the C-5 avionics suite impacted by the C-5M software configurations access to their facility as well as the use of test venues and associated SIL equipment.

There is no foreign participation required in this effort.

The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility.

Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.
