About this opportunity
Air Force Sustainment Center (AFLCMC/WLSEAB, C-5M Galaxy Division) is seeking qualified vendors to repair C-5 slat actuator assemblies for the C-5M Galaxy aircraft, with responses due by July 31, 2026. No set-aside applies.
The procurement covers repair of 14 electro-mechanical linear actuator NSNs across slat jackscrew and slat actuator positions (1A through 7B) that serve as secondary flight control components. Repair is restricted to engineering-source-approved vendors; the Air Force asserts that approved sources retain unique repair knowledge and technical data not economically available to the government and essential to maintaining part quality. Alternate sources must qualify through AFLCMC/WLSEAB design control procedures.
Bidders must demonstrate ISO 9001 certification or equivalent third-party quality management system certification and documented experience repairing similar critical aircraft parts on large commercial or military transport aircraft, supported by contract numbers, procuring agencies, contract values, asset quantities, technical drawings, and testing results. Submissions must include detailed factory layout, equipment inventory, and overhaul process plans aligned with USAF manuals 9H2-4-184-3 and 9H2-4-189-3, covering material traceability, source identification for materials and plating, tooling sourcing, and outsourcing-source qualifications. Bidders must perform minimum 80 percent of repair workload in-house. First article testing is required for vendors who have not manufactured or repaired these items within the preceding five years; pre-qualification may be revoked upon testing failure. All submissions must conform to MIL-HDBK-831 reporting standards.
Notice text
AFLCMC/WLSEAB (C-5M Galaxy Division) is seeking qualified vendors to fullfill a requirment for the C-5 Slat Actuator Repair within the C-5M Galaxy Aircraft.
The part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique engineering skills, and repair knowledge by the qualified source(s) require repair of the part by the approved source(s). The approved source(s) retain repair knowledge, or technical data that are not economically available to the government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant government engineering activity, AFLCMC/WLSEAB (C-5 Galaxy Division).
