SOURCE PRE-QUALIFICATION REQUIREMENTS FOR THE C-5 SLAT ACTUATOR REPAIR

This document establishes source pre-qualification requirements for the repair of C-5 slat actuator jackscrew assemblies and related actuator assemblies used in the C-5M aircraft's secondary flight control system. The repair work is restricted to qualified sources under RMSC C classification, requiring engineering source approval by the design control activity (AFLCMC/WLSEAB C-5 Galaxy Division) to maintain part quality. Thirteen specific electro-mechanical linear actuator NSNs are identified, ranging from various slat jackscrew assemblies (positions 1B through 7B) to slat actuator assemblies (positions 1A, 2B, and 4A).

Potential bidders must meet stringent qualification requirements including: (a) submission of company capabilities with detailed factory layout and equipment inventory; (b) demonstrated experience repairing similar critical aircraft parts on large commercial or military transport aircraft, with supporting documentation including contract numbers, procuring agencies, contract values, asset quantities, technical drawings, and testing results; (c) implementation of ISO 9001 quality management systems or equivalent third-party certification; (d) detailed overhaul process plans aligned with USAF manuals 9H2-4-184-3 and 9H2-4-189-3, including material traceability, source identification for materials/plating/painting, tooling sourcing, justification for any alternate tooling/processes, and outsourcing source qualifications; (e) performance of minimum 80% of repair workload in-house; and (f) submission to first article testing if the bidder has not manufactured or repaired the item within the preceding five years, with pre-qualification revocation possible upon testing failure. All submissions must conform to MIL-HDBK-831 reporting standards.

SOURCE PRE-QUALIFICATION REQUIREMENTS FOR THE C-5 SLAT ACTUATOR REPAIR

RMSC C: The part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique engineering skills, and repair knowledge by the qualified source(s) require repair of the part by the approved source(s). The approved source(s) retain repair knowledge, or technical data that are not economically available to the government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant government engineering activity, AFLCMC/WLSEAB (C-5 Galaxy Division).

SECTION B: JUSTIFICATION FOR ESTABLISHING A QUALIFICATION REQUIREMENT

The C-5 slat actuator jackscrew assemblies are used in the Leading-Edge slat actuators as part of the secondary flight controls system on the C-5M aircraft. The slats are used in low speed, high lift scenarios and are deployed in conjunction with the trailing edge flap system. Each slat position has two actuators that push the slats into and against the air-stream.

The repair of the slat actuator jackscrew assemblies requires specialized tooling to disassemble and reassemble and special equipment is required for testing the jackscrew assemblies. This tooling and equipment must be available and operational in addition to mechanics being trained on the use of this tooling and equipment.

Failure of a slat actuator jackscrew assembly would result in the slat actuator binding during actuation. In addition to this possibly causing damage to the actuator, the entire slat system would become inoperable for the duration of the flight and could lead to supplemental damage to the slat system. Failure of the slat system means that the aircraft must make a higher speed landing which leads to increased risk to the aircraft.

SECTION C: QUALIFICATION REQUIREMENTS

Source approval information: Listed below are the minimum requirements necessary to become a qualified bidder on the equipment listed above. Prospective contractors should report in accordance with MIL-HDBK-831.

a) Potential bidders shall provide a summary of the company’s capabilities, including a detailed factory layout, a list of the machinery, fixtures, tooling and test and inspection equipment.

b) Potential bidders shall demonstrate the ability and have experience in repair of similar critical aircraft parts, which are currently in use on a large commercial or military transport aircraft. Potential bidders shall provide the following information on the similar items:

1. Contract Number

2. Procuring Agency

3. Contract Value

4. Number of assets shipped

5. Drawings and pictures of similar assets from various angles with written explanation of why the parts are similar

6. Testing requirements

7. Testing capabilities and demonstrates passing results with repaired items

c) Potential bidders shall provide a detailed quality plan implementing ISO 9001 (or equivalent). Evidence of independent, 3rd party certification that the quality program satisfies ISO 9001 requirements may be submitted in lieu of the actual quality plan.

d) Potential bidders shall provide a detailed overhaul process plan within the context of USAF overhaul manuals 9H2-4-184-3 and 9H2-4-189-3 describing repair, inspection and testing procedures and shall provide for:

1) Traceability of batch/lot for repaired material and the certifications that said material meets all heat treatment, composition, and finish requirements as stated on the drawing

2) Identification of material, plating, and painting sources. Sources for raw materials shall be documented for each type of material incorporated in the assembly. No material, plating or painting waivers will be granted.

3) Identification of sources for required tooling identified in T.O. 9H2-4-184-3 Table1-2 and 9H2-4-189-3 Table 2-1

4) Identification of any requested alternate tooling/test equipment for evaluation of suitability, to include specifications, drawings and/or specification sheets as applicable and written justification of why the tooling/test equipment meets or exceeds the capabilities of the tooling within the USAF overhaul manual.

5) Identification of any process where the potential bidder wishes to deviate from the USAF overhaul manual with a detailed, written justification detailing why the alternate process is equivalent or superior to those within the USAF overhaul manual.

6) Identification of sources and qualifications for potential outsourced processes.

e) Potential bidders shall perform a minimum of 80% of the repair workload in-house.

f) Once qualified, bidders shall be subject to first article testing if they have not previously manufactured or repaired this item within the last five years. If first article testing is failed, pre-qualification may be revoked.
