About this opportunity

The United States Air Force Materiel Command Air Force Sustainment Center is conducting market research to identify qualified contractors capable of providing depot-level repair services for three specific C-5 Galaxy cargo aircraft hydraulic valve components: the Cap Valve (NSN 1650001059655, Part Number 1636), Linear Valve (NSN 4820001614098, Part Number 5046-1), and Hydraulic Valve Assembly (NSN 1650002418862, Part Number 854550-5-1). Prospective contractors must demonstrate extensive capabilities including relevant past experience on similar projects, quality assurance certifications (ISO 9001 or AS9100), expandable production capacity, and access to specialized facilities and equipment such as dedicated climate-controlled repair spaces, multi-shift capable infrastructure, and specialized back shops for machining, metal plating, heat treating, hydraulic work, and non-destructive inspection. Contractors must also possess specific test equipment including the Hydraulic Test Stand HCT-14, Hydraulic Cartridge Valve Test Kit 4S20002-101A, Ultrasonic Cleaner 081360-1, and particle and fluorescent penetrant inspection units. Responses to the Contractor Capability Survey must be submitted by February 20, 2026, to Program Manager Kaleb Medders, Procurement Contracting Officer Karen Beckford, and Buyer Alyssa Tanner in readable electronic format with attachments not exceeding 10 megabytes per email. The acquisition strategy involves a five-year firm-fixed-price requirements contract, though participation in this market research does not guarantee consideration for future solicitations.

This opportunity carries no set-aside designation and welcomes responses from both large and small businesses, including joint ventures and teaming arrangements. No incumbent contractor information or specific award value has been disclosed in this pre-solicitation notice. The security clearance level required and foreign participation restrictions have not yet been determined by the government. While the notice does not specify the quantity of hydraulic valves requiring repair or annual volume requirements, the five-year contract duration indicates a sustained, ongoing requirement for depot-level maintenance and repair services supporting C-5 Galaxy fleet operations. The government will not reimburse participants for expenses associated with this market research survey, and prospective contractors are advised that participation in this capability assessment may not result in future contract opportunities.
