Burkina Faso II Willingness to Pay Project
Full and Open Competition (F & OC)
95332419Q0015
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and conducted per the procedures of FAR Subpart 13.5, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotes are being requested. This solicitation is not set-aside and is being conducted as a full and open competition. The solicitation number is 95332419Q0015. This solicitation is issued as a Request for Quotations (RFQ) and is attached in full to this announcement.
MCC seeks a Contractor to collect data from households and businesses in Burkina Faso to assess: 1. The potential economic benefit of the incremental value of using higher energy value and lower cost per unit of electric service instead of alternative energy sources such as generators, candles, kerosene lamps, charcoal, wood, and batteries for lighting and household appliances; 2. Households' and firms' willingness to pay (WTP) for more reliable electricity supply; (Note 2: Willingness to pay: The maximum amount that an individual indicates that he or she is willing to pay for a good or service. Economic benefit: The increased benefit that a recipient could receive from a proposed project compared to his or her present situation. In the case of an electrification project, it indicates the attributed benefit of the electric service in
monetary units, versus the use of current energy alternatives.); 3. Socio-economic details regarding beneficiaries (gender, socio-professional category, poor / non-poor, and those outlined in the Senegal survey; see Section J attachment for a sample questionnaire); and 4. Geo-spatial coordinates of respondent households and community level electricity poles. A critical outcome of this effort is to develop and test a rigorous and concise methodology for designing a survey that captures intra-household dynamics and gender differentiated benefits and use of electrification.
The following evaluation criteria are hereby included in paragraph (a) of provision 52.212-2 Evaluation - Commercial Items.
