About this opportunity
The National Park Service Northeast Region seeks event management and production services for the Battle of Bunker Hill 251st Commemoration at Boston National Historical Park, with proposals due May 14, 2026. This is a Total Small Business Set-Aside under NAICS 561920 with a $20.0 million size standard.
Place of performance is Charlestown, MA (Bunker Hill Monument and Charlestown Navy Yard). The contract runs from award through July 3, 2026, with events scheduled June 16–17, 2026. Base CLIN 00010 is a firm fixed-price deliverable covering core physical infrastructure: open-top tent accommodating approximately 300 people, approximately 300 white ivory folding chairs, 12-foot by 24-foot by 3-foot stage with navy skirting and ADA-compliant stairs, sound system setup and operation, professional lighting design, two elevated media platforms (8' × 12' × 3'H), ADA-compliant stage modifications and 4' × 24' access ramp, certified American Sign Language interpretation for June 17, four portable restrooms (two ADA-accessible), overnight security through June 18, event management services, comprehensive video and production services with broadcast-quality recording (deliverables in .mp4 H.264 1920×1080 HD, closed-caption .srt, and audio-described formats due by July 3), low-noise diesel generator (65–75 dBA with all fuel and permitting included), and approximately 125 linear feet of draping and piping services. Base CLINs 00020–00050 address barricade setup and rental (175 linear feet total) at Bunker Hill and Charlestown Navy Yard on a fixed-unit-price basis. Optional CLINs 00060–00070 cover a wooden podium and on-site water station.
Amendment 0003, effective May 12, 2026, reorganized CLIN structure, provided 15 question-and-answer responses, and clarified that video recording is required only for the June 17 afternoon Remembrance Ceremony using two cameras. Contractor must complete setup by June 15, conduct mandatory pre-event site visit within 48 hours of award, and submit a written execution plan within one week of award. All work must comply with federal, state, and local laws; contractor must obtain noise variance permits from the City of Boston and provide general liability, property damage, and workers' compensation insurance within five business days of award. Evaluation prioritizes technical expertise (minimum three similar projects within five years), five years of event management experience, past performance on similar projects, and price realism. The Government will award to the lowest-priced responsible offeror whose offer conforms to requirements.
