About this opportunity
The Department of the Navy Naval Supply Systems Command's Fleet Logistics Center Norfolk is procuring information management and technology support services under NAICS Code 541330 (Engineering Services). The procurement focuses on governance, strategic planning, and direction to facilitate timely access, sharing, and protection of medical information for BUMED N6. This is a sole source acquisition under FAR 6.302-1, with the government intending to award a Cost-Plus-Fixed-Fee (CPFF) contract. The primary objective centers on ensuring service continuity and preventing disruptions to BUMED program operations and IT security. The deadline for questions and responses to this Pre-Solicitation Notice is March 18, 2026. Interested parties may direct inquiries to James Berghaier at james.w.berghaier.civ@us.navy.mil or 771-229-2733. No formal competitive evaluation criteria are specified in this notice, as the procurement is designated as sole source rather than competitive.
This procurement is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The current incumbent contractor is 3 Reasons Consulting LLC, located in Mechanicsville, Virginia, which is proposed as the sole source awardee for the bridge contract extension. The bridge contract runs from March 22, 2026 through May 30, 2026 (approximately 74 days), with an estimated level of effort of 3,528 hours and a total value of $327,916.74. The preceding task order under the Seaport MAC program expires March 21, 2026, and the government expects to award the follow-on competitive task order (RFQ N0018926QB002) no later than April 29, 2026, which will be competed among all SDVOSB Seaport MAC holders. The justification for sole source award cites an urgent timeframe necessitated by the October-November 2025 government shutdown, which prevented timely award of the competitive follow-on, and the incumbent's immediate capability to perform continuity operations without schedule delays.
