Justification for Sole Source
This is a Justification for Sole Source document (26-037) for a bridge contract action to extend information management and technology support services for the Bureau of Medicine and Surgery (BUMED) N6. The contractor is 3 Reasons Consulting LLC (CAGE Code 74WN4, DUNS 079417354), located at 5487 Winsmith Drive, Mechanicsville, VA 23116, with point of contact Chris Cotton (804.248.7973, chris.cotton@3reasonsllc.com).
The proposed acquisition seeks continuation of governance, strategic planning, and information management and technology support services to facilitate timely access, sharing, and protection of medical information for BUMED N6. The current task order under Seaport MAC expires March 21, 2026, with a total level of effort of 82,973 hours and ceiling value of $8,247,486.80. The bridge extension runs from March 22, 2026 to May 30, 2026 (approximately 74 days), with an estimated level of effort of 3,528 hours and total value of $327,916.74. The justification for sole source award cites urgent timeframe and the need for service continuity following the October 1–November 12, 2025 government shutdown, which prevented timely award of the competitive follow-on task order (RFQ N0018926QB002) under Seaport NxG MAC program. The incumbent contractor possesses requisite knowledge, expertise, and staff in place to immediately perform continuity operations without schedule delays or process gaps. A break in service would negatively impact the BUMED program and IT security. The contracting office expects to award the follow-on competitive task order no later than April 29, 2026. The current task order was competitively awarded under Seaport MAC to all Service-Disabled Veteran-Owned Small Business (SDVOSB) MAC holders, and the follow-on will similarly be competed among all SDVOSB Seaport MAC holders. The justification was signed on February 26, 2026 by Robyn Vaughan and certified by the Contracting Officer at NAVSUP Fleet Logistics Center, Norfolk Contracting Department, BUMED/FM&C Directorate.

Description of the supplies or services required, the estimated price/cost, and required delivery date.
The proposed acquisition is to acquire continuation of information management & technology support services to provide governance, strategic planning, and direction to facilitate the timely access, sharing, and protection of medical information for BUMED N6. The current task order, which expires 21 March 2026, had a total level of effort (LOE) of 82,973.00 hours with a total ceiling value of $8,247,486.80. This extension will have a base period of performance of 2-months and one (1) week, from 22 March 2026 to 30 May 2026, and no option periods. The estimated LOE of this extension is 3,528 hours for a total value of $327,916.74.
Describe in detail why only this source can furnish the requirements to the exclusion of other sources. (what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)
☐ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
☐ A patent, copyright or proprietary data limits competition.
☐ These are "direct replacement" parts/components for existing equipment.
Other information to support a sole source < o r b r a n d n a m e > action:
The contract must be issued on a sole source basis because, in light of the urgent timeframe, only one source can provide these interim services without unacceptable delays. 3 Reasons Consulting LLC is the current contractor providing the support services under the current task order, N0018921F3000, that was the result of a competitive procurement. This acquisition would serve as a bridge action extending the current period of performance for up to 74 days (one 2-month 2-week base) to allow enough time for performance to begin on the follow-on task order that will be competitively solicited via Request for Quotations (RFQ) N0018926QB002 under the Seaport NxG MAC program.
The need for this bridge action is due to the government shutdown that occurred from 1 October 2025 to 12 November 2025.
The contracting office was not able to solicit and award a follow-on Seaport NxG task order at that time. Prior to the shutdown, all pre-solicitation documentation was drafted for approvals and release. Now that the shut-down has ended, the contracting office may continue the award process; however, performance under that competitive follow-on will not begin by the expiration date of the current order.
This bridge action will enable the contractor that is currently providing these support services to continue their mission-essential work. This IT work for BUMED is required in order to provide governance, strategic planning, and direction to facilitate the timely access, sharing, and protection of medical information, which is a critical component of BUMED N6 IM&T’s execution of its strategic goals, mission and vision at the BUMED HQ and therefore, the need for these services continues. A break in service while the follow-on contract is awarded would have a great impact on this the BUMED program and IT security. Therefore, a break in service is unacceptable and would greatly disadvantage the Government. Only the incumbent contractor currently has the requisite knowledge, expertise, and staff already in place to immediately perform continuity operations without causing unacceptable schedule delays and process gaps. During the bridge period, only the incumbent contractor can perform the services required.
The current task order was competed under the Seaport MAC and was open to all SDVOSB MAC holders and a competitive award was made to 3 Reasons Consulting LLC. As noted above, a follow-on task order is in process and is being competed providing for fair opportunity to all SDVOSB Seaport MAC holders. This short-term bridge action will allow the necessary time to process the competitive requirement. The follow-on contract’s expected award date is no later than 29 April 2026.
There are no further barriers to competition that need to be eliminated. The current task order was competed under the
Seaport MAC and was open to all SDVOSB MAC holders and a competitive award was made to 3 Reasons Consulting LLC. As noted above, a follow-on task order is in process and is being competed providing for fair opportunity to all SDVOSB Seaport MAC holders.
