About this opportunity
The Army Contracting Command - Letterkenny Contracting Office is conducting market research to identify potential contractors for bulk propane delivery to Letterkenny Army Depot. The procurement seeks vendors capable of providing liquid propane gas (LPG) to multiple bulk tanks across various buildings, with tanks to be supplied by the contractor. The government will evaluate potential contractors based on their ability to provide services consistent in scope and scale, demonstrate corporate financial and technical resources, and perform under a performance-based service acquisition contract. Contractors must submit detailed capability statements by April 1, 2025, at 4 PM Eastern Time, which will help determine whether the procurement will be set aside for small businesses or conducted through full and open competition. Interested parties must be registered in the System for Award Management (SAM) and Wide Area Work Flow (WAWF), and submissions should be emailed to Laura.J. Buehler with comprehensive information about business capabilities, past performance, and socioeconomic status.
The opportunity is currently designated as a Total Small Business set-aside under NAICS code 324110 for Petroleum Refineries. Delivery requirements include Monday through Friday service between 6:00 AM and 4:00 PM, with emergency response capabilities within 2 hours of notification. Contractors must comply with safety standards including NFPA 58, ASTM D1835-11, and various DOT and OSHA regulations. While no specific award value is mentioned, the contract involves maintaining multiple propane tanks ranging from 100 to 1,000 gallons and providing weekly delivery schedules. The pre-solicitation notice emphasizes that this is a market research phase, and no pricing information should be submitted at this time. Contractors are expected to demonstrate their organizational and staff capabilities, including potential subcontracting or teaming arrangements, to meet the government's comprehensive propane delivery requirements.
