About this opportunity
The FDA Office of Acquisition and Grant Services is preparing to solicit bulk carbon dioxide supply with telemetry system and telemetry monitoring services for the Center for Biologics Evaluation and Research, with capability statements due May 27, 2026 and contract commencement anticipated September 18, 2026.
Place of performance is the FDA's Federal Research Center White Oak Campus in Silver Spring, Maryland (Building 52). The contract structure spans a base year (September 18, 2026 through September 17, 2027) plus four option years, extending through September 17, 2031. The current contract expires September 17, 2026.
Contractor must deliver 156 tons of beverage-grade CO2 (minimum 99.9% pure) per fill to a government-owned external bulk tank (Chart Inc. Model VS-6 Ton CC350) and install and maintain a telemetry tank monitoring system with backup power that maintains at least a 10-day reserve supply. Emergency response is required within 2 hours when supply falls below 30 percent (458 gallons). Quarterly valve and fitting inspections, compliance with ISBT Quality Guidelines and Compressed Gas Association standards, field service reports, and written summaries of all servicing activities are mandatory. Contractor must also address Buy American requirements by documenting place of manufacture.
While small businesses under NAICS 325120 (Industrial Gas Manufacturing) with 1,200-employee size standard are the primary target, all interested parties may submit capability statements. Respondents must address 18 minimum technical requirements and provide company information, SAM registration, three-year past performance data, technical capabilities, GSA Schedule information if applicable, warranty and payment terms, and informational pricing.
