About this opportunity
The Department of the Navy Naval Facilities Engineering Command seeks paint and flooring repairs to Buildings FC478 and FC481 at Camp Lejeune, North Carolina, with proposals due June 1, 2026 at 2:00 PM EST. This procurement is restricted to M&R MACC contractors only—specifically four pre-selected firms: T.E. Davis Construction Company, Joyce & Associates Construction Inc., Olympic Enterprises Inc., and Quadrant Construction. The procurement is a Total Small Business set-aside.
Place of performance is Camp Lejeune, NC 28547. Work includes interior and exterior paint repairs using specified finishes (KILZ 2 primer, latex eggshell/satin for walls, semi-gloss for trim and doors, Loxon masonry coating for exterior masonry, mildew-resistant semi-gloss for bathrooms), plus flooring replacements: luxury vinyl tile (LVT) in sleeping rooms sealed with Ardex sealer (59,514 square feet) and epoxy resinous flooring in shared and common spaces (approximately 60,000 square feet, field-verified by contractor). Building FC478 and FC481 both tested negative for lead; contractors must scrape and encapsulate any lead present without full abatement. Flooring specifications require ASTM F1700 Class III LVT with 0.030-inch minimum wear layer and products certified under FLOORSCORE, UL 2818 Greenguard Gold, or SCS Global Services Indoor Advantage Gold. Contract completion extended from 540 days to 730 days per Amendment 001 issued May 27, 2026, to accommodate building occupancy constraints.
Estimated cost range is $1,000,000 to $5,000,000. Award basis is lowest price. A mandatory site visit occurs May 7, 2026 at 1:00 PM at Building FC481. Requests for information are due May 18, 2026 at 3:00 PM EST to edward.e.pelser.civ@us.navy.mil. Prevailing wage rates per Davis-Bacon Act apply (NC20260010, effective May 18, 2026): painter $15.55 per hour plus $1.05 fringe; operator-roller $15.31 per hour plus $1.46 fringe. Executive Order 13706 paid sick leave and Executive Order 13658 minimum wage ($13.65 per hour through December 31, 2026) apply. Liquidated damages are $880 per calendar day. Bid bond requirements apply: no bonds under $35,000; payment bonds only for $35,000–$149,999; bid, payment, and performance bonds (20 percent of proposal) for $150,000 and above. Offerors must acknowledge Amendment 001 with proposals to avoid rejection. NAICS 236220; PSC Z2JZ.
