About this opportunity

The Department of the Air Force Pacific Air Forces is seeking a maintenance and service contract for facility access and surveillance systems at multiple fitness centers located on Joint Base Elmendorf Richardson (JBER). The Sources Sought Notice is designed to identify potential qualified contractors capable of providing comprehensive maintenance services for security and entry control systems across three primary facilities: Buckner Fitness Center, Elmendorf Fitness Center, and Hangar 5. Interested contractors must submit their company information, including Unique Entity ID, SBA size classification, socioeconomic status, and a statement of capability by March 7, 2025, at 10:00 AM Alaska Standard Time. The government is specifically looking for contractors with technicians possessing a minimum of 5 years of experience and relevant certifications in surveillance and access control systems. Evaluation will focus on the contractor's ability to perform annual system inspections, update software, maintain licenses, and respond to maintenance requests within specified timeframes.

This pre-solicitation notice indicates no specific set-aside designation for the contract, meaning it is open to all qualified vendors. The draft Performance Work Statement (PWS) encompasses maintenance of complex security infrastructure including cameras, monitors, servers, and door controllers from manufacturers like HID, Illustra, and Exacq Vision. While no specific contract value is mentioned, the scope involves maintaining systems across multiple buildings and requires comprehensive service capabilities. The contract will require rapid response times, with critical maintenance issues needing resolution within two weeks and non-critical issues addressed within two months. Contractors will be expected to provide all necessary labor, materials, transportation, and equipment for system inspections and repairs, with the understanding that the contract excludes repairs resulting from vandalism, though labor for such repairs would be covered.
