About this opportunity
The Department of the Navy Naval Facilities Engineering Command is soliciting proposals for the replacement of an Automatic Transfer Switch (ATS) package in Building 246 at Marine Corps Air Station Cherry Point, North Carolina. The project requires replacement of an existing Generac 1600A, 3-Phase, 277/480V ATS with a new ASCO 7000 Series unit rated at 1200 amp, 3-phase, 277/480V with Automatic Transfer Bypass-Isolation Switching. The contractor must maintain continuous, uninterrupted power to the facility throughout the work using a government-provided generator and ensure all work complies with the National Electrical Code (NEC), Unified Facilities Criteria (UFC), and MCAS Cherry Point regulations. The contract will be awarded on a lowest-price basis without discussions, though the government reserves the right to conduct discussions if necessary. The proposal due date is February 24, 2026, at 1:00 PM EST, with the RFI cutoff date having passed on February 16, 2026, at 10:00 AM EST. A mandatory site visit was scheduled for February 11, 2026, at 10:00 AM EST. Amendment 0001, effective February 17, 2026, clarified technical specifications and confirmed the proposal deadline remains unchanged.
This procurement is set aside for Total Small Business and is restricted to four pre-selected M&R MACC contractors: T.E. The estimated cost range is between $100,000 and $250,000, with all work to be completed within 160 calendar days after award. Bond requirements are tiered based on proposal value: no bonds for proposals under $35,000; payment bond only for proposals between $35,000 and $150,000; and bid, payment, and performance bonds for proposals of $150,000 or greater. The work will take place at MCAS Cherry Point, NC 28533, with regular working hours from 7:00 AM to 3:30 PM Monday through Friday excluding government holidays.
