About this opportunity
The Department of the Army Corps of Engineers Engineering District New York is soliciting proposals for comprehensive Phase I repairs to Building 110, the Big Gun Shop at Watervliet Arsenal in New York. This design-build firm-fixed-price contract encompasses extensive renovations to a 213,799 square foot industrial and manufacturing building constructed in 1888-1892, including substructure repairs (concrete slab patching and trench repair), shell improvements (exterior brick repair, door replacements, and roofing), interior renovations (window refurbishment, signage replacement, and painting), and critical system upgrades to compressed air, domestic water, steam distribution, standpipe, fire suppression, and electrical systems. The procurement also requires demolition work and hazardous material abatement to support the repair activities. The government will use a two-phase "Best Value Trade Off" selection procedure under FAR 15.101-1, evaluating proposals based on source selection criteria to award the contract to the responsible firm offering the best overall value. Phase One proposals are due by July 23, 2025, at 4:00 PM Eastern Daylight Time.
This procurement is structured as an unrestricted full and open competition with HubZone price preference, indicating no specific set-aside designations for small businesses or other categories. The contract magnitude is estimated between $25 million and $100 million, classified under NAICS code 236220 for Commercial and Institutional Building Construction. A significant requirement is the inclusion of a Project Labor Agreement (PLA), with only the apparent successful offeror required to submit their PLA prior to award for compliance review. The work will be performed at the Watervliet Arsenal in New York, with the building's unique characteristics including production areas with ceilings open to roof structures ranging from 35 to 117 feet high. The proposed performance period extends from October 24, 2025, to June 20, 2028, providing contractors with approximately 32 months to complete the comprehensive renovation of this critical manufacturing facility.
