About this file

This is a Solicitation Amendment for a Design-Build contract for repairs to Building 110 at Watervliet Arsenal in New York. The amendment modifies the original solicitation by updating Quality Control Manager requirements, confirming that CPARS can be used in place of Past Performance Questionnaires, and clarifying proposal submission details. Key updates include relaxing the QC Manager certification requirements, allowing the qualifications to be met across multiple team members, and confirming that Form A1 will serve as the cover sheet for Tab C of the proposal.

The federal contract opportunity is a firm-fixed-price design-build project for Phase I repairs to a 213,799 square foot industrial building, with work scope including concrete slab repairs, exterior brick and roofing work, interior renovations, and system upgrades for compressed air, water, steam, fire suppression, and electrical systems. The project is an unrestricted full and open competition with a Hubzone price preference, valued between $25M-$100M, with Phase One proposals due by 23 July 2025 at 4 PM EDT. The contract will include a Project Labor Agreement (PLA) and is being issued by the Department of the Army Corps of Engineers Engineering District New York.
