About this opportunity
The General Services Administration seeks a general contractor for complete renovation of Building 107, a three-story, 60,000-square-foot National Parks Service facility at Charlestown Navy Yard in Boston, Massachusetts, with proposals due June 16, 2026, following extension from the initial May 28 deadline. This is a full and open competition, firm-fixed-price construction contract with an estimated cost of $50 million to $60 million.
Place of performance is Charlestown, MA. The project encompasses building envelope work consistent with historic standards (roof deck and insulation, slate roofing, skylights, copper gutters and downspouts, window replacement), full interior renovation to support multi-departmental NPS office occupancy, installation of all MEP and HVAC systems, and site landscape and hardscape improvements. The project pursues LEED certification at a level to be determined; the building will remain unoccupied during renovation. Performance must commence within 10 days of receiving the Notice to Proceed and achieve Substantial Completion within 700 calendar days thereafter, with final completion within 30 days after. Liquidated damages are $1,740 per calendar day for failure to meet Substantial Completion. NAICS 236220 (Commercial and Institutional Building Construction); PSC Z2AA (Repair or Alteration of Office Buildings).
Offerors must submit evidence of financial responsibility on GSA Form 527, Standard Form 1442 with pricing, a technical proposal not exceeding 45 pages, representations and certifications from SAM.GOV, a bid bond equivalent to 20 percent of bid price or $3 million (whichever is less), a subcontracting plan, proprietary information agreements with identified architect-engineer and construction manager advisor, and past performance questionnaires. Contract incorporates prevailing wage requirements under Davis-Bacon Act (wage determination MA20260001 Mod 1, updated May 29), Buy American provisions, HSPD-12 security clearance procedures, performance and payment bonds, and commercial general liability insurance of $5 million per occurrence. Non-price factors—project management plans and schedules (30%), company experience on similar projects (30%), past performance (20%), and key personnel qualifications (20%)—are weighted significantly more heavily than price in a best-value trade-off evaluation. A pre-proposal conference is scheduled for April 14, 2026; site visits are April 16 and May 19, 2026 (registration required by April 15). Questions are due May 20, 2026. Anticipated award date is September 1, 2026.
