02 II.D Technical Proposal: The definition of a similar project for past performance includes projects “completed, or at least 50% complete with construction, within the last 8 years of the proposal due date” (Solicitation, page 9 of 52). Please confirm that the current due date of May 28, 2026 will be considered the “proposal due date” for purposes of this 8-year timeline, even if the proposal due date is extended.
Confirmed.
03 Under the Experience and Past Performance evaluation factors, will the Government consider relevant past performance of affiliated sister companies where the offeror demonstrates that such affiliates will have meaningful involvement in contract performance?
The Government will evaluate past performance in accordance with Factor 3 of the solicitation. Offerors are required to submit up to three (3) Similar Projects performed by the offeror. As stated in the solicitation, the Government may consider past performance information from a variety of sources, including those related to team members, parent companies, subsidiaries, or affiliates identified in the offeror’s proposal. However, the solicitation does not provide for the submission of affiliate projects in lieu of the offeror’s required Similar Projects. The extent to which any such information is considered, and the weight it is given, will be determined by the Government based on its relevance to the effort.
04 Factor 1 – Project Management Plan/Schedule, Submittal Requirements (page 10 of 52): is the CPM schedule excluded from the 45-page limitation for the Technical Proposal?

06 The Solicitation states on page 12 of 52, “The offeror may submit any of the following to satisfy the proposal’s submittal requirement for past performance: 1. the past performance questionnaire (PPQ) (included as an attachment to the RFP), completed by the client/owner reference, for projects the offeror selected to submit for past performance; or 2. a completed evaluation in the Contractor Performance Assessment Reporting System.”
However, the Solicitation states on page 13 of 52 “The Offeror must submit a Past Performance Questionnaire (PPQ) (included in the solicitation as Attachment 7), completed by the applicable client, for each project included in its proposal for Factor 3.” Please confirm that a PPQ is not required when a CPAR is available and can be submitted with our proposal.
Confirmed. The offeror may submit any of the following to satisfy the proposal’s submittal requirement for past performance:
1. the past performance questionnaire (PPQ) (included as an attachment to the RFP), completed by the client/owner reference, for projects the offeror selected to submit for past performance; or
2. a completed evaluation in the Contractor Performance Assessment Reporting System.
07 Please confirm that CPARs submitted for past performance are excluded from the 45-page limitation for the Technical Proposal.

19 Solicitation section II.A Proposal Contents lists a requirement for #5 Subcontracting Plan, whereas Section IV's last paragraph entitled Small Business Subcontracting plan states that A Small Business Subcontracting Plan, as required under FAR 52.219-9, is not required to be submitted with offers. Please confirm whether a Small Business Subcontracting plan is required, and what if any subcontractor participation goals are required.
The plan is required from the apparently successful offeror prior to contract award, not with the initial proposal. Please see GSA's subcontractor small business goals https://www.gsa.gov/small-business/get-started.
20 Document 01, Solicitation Section II.D (Technical Proposal) indicates that “all other pages (including the cover page) are included in the page limitation.” To improve clarity and organization of the response, may the cover page, table of contents, and section tabs be excluded from the page limit?
The technical proposal page limitation is increased to 60-pages inclusive of cover page, table of contents, and section tabs.
21 Solicitation section III.H states that "Certain information contained in the Solicitation Documents may have been designated as Controlled Unclassified Information (CUI)".
It is not readily apparent what, if any, documentation is considered CUI. Please confirm the documents designated as CUI, or confirm that this is not applicable, considering that the inclusion of CUI significantly increases the compliance requirements and may limit the pool of contractors able to participate in the project.
Revised documents have been uploaded to sam.gov with the required CUI Markings under Amendment 0003. See question 11 for the revised documents.
22 Please confirm whether previously completed CPARS and PPQs may be submitted, or if new ones must be obtained.
If a CPARS has already been completed for a project, would that be sufficient to satisfy the Factor 3 – Company Past Performance submittal requirement?

24 What does UCI mean on the docs uploaded to SAM.Gov? Controlled Unclassified Information (CUI) is sensitive, non-classified federal information requiring safeguarding or dissemination controls. It is created or possessed by the government (or contractors) and, while not classified under Executive Order 13526, must be protected according to laws and policies, often managed via NIST SP 800- 171.
25 Unclassified Control Information? Can I send these docs to my subs who are bidding? Do the subs need to sign non disclosure form provided? I believe we have to sign (the offerer) and send to you prior to submission, correct?
Yes, contractors registered on SAM.gov are authorized holders and may share solicitation documents marked as Controlled Unclassified Information (CUI) with potential subcontractors for a lawful government purpose, such as bidding.
Please adhere to the following security requirements:
- Email Distribution: Any documents sent via email must be password protected.
- Physical Copies: Documents must be kept in a secured location and protected by a physical barrier, such as a folder or a locked cabinet, when left unattended. Any printed documents must be shredded after use.
- Direct Access: Alternatively, subcontractors may register to access the documents directly via SAM.gov.
Please note that CUI replaces former designations such as "For Official Use Only" (FOUO) and "Sensitive But Unclassified" (SBU). A non disclosure form is not required to share CUI marked documents for this solicitation.
26 Also, provided checklist says submit subcontracting plan, however in the solicitation under subcontracting section states not needed at this time. Please clarify if we should submit one with this submission or wait until after award.
The plan is required from the apparently successful offeror prior to contract award, not with the initial proposal.
27 Please identify lay down areas that will be available for contractor use throughout the project.
See response to RFI #23
28 The solicitation states a Subcontracting Plan is required under Section II.A. Proposal Contents but page 31 of the solicitation states A Small Business Subcontracting Plan is not required to be submitted with offers. Please confirm a Subcontracting Plan is not required with proposal submission. If a plan is required please identify the percentage goals for each category?
The plan is required from the apparently successful offeror prior to contract award, not with the initial proposal. Please see GSA's subcontractor small business goals https://www.gsa.gov/small-business/get-started.
29 Please advise if the existing service elevator is operational and can it be used for start of construction? When is MA State Elevator Certificate valid to and will owner keep it valid until required to be taken out of service by the project?
Yes. NPS is not required to have a MA cert.
GC will assume all responsibility for use once NTP is provided.
30 Is land at 108 third ave available for laydown area on the exterior if any disruption is repaired and brought back to original state by the general contractor?
See response to RFI #23
31 Confirm no restriction on property labeled as Charlestown Ropewalk, LLC available to use for laydown area beyond construction zone as long as pedestrian walk way is maintained along Bldg 58.
Yes. NPS and BPD are developing a license agreement to allow contractor use of the Ropewalk parcel. Please be advised that any subsurface work in this area will be limited due to the presense of underground utilities. Ropewalk parcel owner will retain right of review for laydown plans.
32 Please confirm whether it is the intent that all construction personnel be required to obtain a GSA Access Card in accordance with the Personal Identity Verification Requirements clause referenced on page 27 of the Contractor Agreement.
GSA will not be requiring HSPD-12 clearances or issuing PIV cards for this project. Once the site is turned over to the GC, site secutiry will be contractor responsibility. Post-occupancy security review, if necessary for punchlist work, will be handled locally by NPS. The contractor will be expected to maintain a daily log of personnel accessing the site and provide access for review by the CMa if requested.
33 Archaeological Protection. Are any of the areas to be disturbed as part of the project considered Archaeologically Sensitive Areas requiring an archaeological monitor. If monitoring required will it be furnished by the government or indpendent contractor hired by the general contractor and if required what are requirements? ie daily?
No. If monitoring is required, this will be provided by the government. See specs Section 01 34 13.22
34 Please clarify scope to be priced for Solicitation Item No.
0003. Planting schedule and/or landscape / hardscape details have not been provided.
Planting schedule and landscape/hardscape details to be provided by GC. Landscape contractor to provide Design Build services.
35 There is a note on the bottom left that says that doors “WD-W” are to be by ‘Interior Glazed Partition Contractor”.
We do not find any doors marked “WD-W”?
No drawing indicated in RFI - A/E assumes the question is regarding this note on sheet
A6.8, "NOTE: WOOD DOORS WITH
VENEER FINISH (E.G. WD-W) SHALL BE
PROVIDED BY THE INTERIOR GLAZED
PARTITION CONTRACTOR, INCLUDING
WOOD DOORS IN HOLLOW METAL
FRAMES. CM TO COORDINATE DOOR
HARDWARE CONTRACTOR AND
INTERIOR GLASS PARTITION
CONTRACTOR."
WD-1 might be a better example - A/E will update drawings accordingly.

39 Reference Amendment 0003. We have successfully downloaded ten (10) of the eleven (11) CUI‑marked files issued as part of Amendment 0003 to our secure enclave.
However, one file appears to be missing and remains unavailable for download: “Attachment 11 – Drawings dated 2025‑10‑13 (11 Drawings 2025 10 13.pdf).” Please provide the missing file or confirm when it will be made available to ensure bidders have access to the complete and current set of solicitation documents.
The file has been availble and ready to request access since amendment 0003 was issued. CO has confirmed you have access.
40 "Reference Amendment 0003. Eleven (11) files, identified as Attachments 10 through 20, were deleted from SAM.
gov and subsequently re issued, with the exception of Attachment 11 (Drawings dated 2025 10 13, 376 pages).
The re issued documents now include Controlled Unclassified Information (CUI) markings at the top of each page, whereas the previously posted versions did not.
Please clarify the following:
CUI Applicability Review:
We formally request the Government conduct and confirm a review of all re issued attachments currently marked as CUI to verify whether CUI designation is appropriate and necessary for each document, consistent with applicable CUI guidance and criteria.
Document Supersession and Authorized Use:
Confirm whether the previously posted, unmarked versions of the re issued attachments are fully superseded and no longer authorized for use, and whether bidders are required to rely solely on the re issued CUI marked documents for proposal preparation, pricing, and subcontractor solicitation.
Safeguarding and Handling Requirements:
For any documents that remain designated as CUI, please clarify the specific safeguarding, handling, storage, and distribution requirements bidders and their subcontractors must comply with when accessing and using these materials.
Disposal of Previously Issued Unmarked Documents:
Provide direction regarding the proper destruction or deletion of any electronic and hard copy versions of the previously issued, unmarked attachments that may have been downloaded, printed, or distributed prior to re issuance. Please clarify whether certified deletion, document destruction, or other disposition actions are required, and whether bidders must confirm compliance.
Industry and Subcontractor Availability Impact:
Additionally, please advise whether the Government has considered the likely impact on competition should all re issued documents remain designated as CUI. Broad application of CUI markings may significantly limit bidders’ ability to solicit and engage subcontractors, as a substantial portion of the subcontractor marketplace is not currently compliant with CUI safeguarding requirements.
This condition could adversely affect pricing, schedule, overall bid participation, and project execution."
"Yes, contractors registered on SAM.gov are authorized holders and may share solicitation documents marked as Controlled Unclassified Information (CUI) with potential subcontractors for a lawful government purpose, such as bidding.

- Direct Access: Alternatively, subcontractors may register to access the documents directly via SAM.gov.
Please note that CUI replaces former designations such as ""For Official Use Only"" (FOUO) and ""Sensitive But Unclassified"" (SBU). A non disclosure form is not required to share CUI marked documents for this solicitation.
41 The Solicitation indicates that Requests for Clarification or Interpretation are due by April 27, 2026. Given the significant volume and complexity of documents associated with this project, we respectfully request that the deadline for submitting questions be extended by three (3) weeks. This additional time will allow Prime Contractors and their Subcontractors to complete a thorough review of the solicitation documents and submit informed and meaningful clarifications.
Request for Clarifications and Interpretations has been extended to May 20th, 2026 by 2:
00 PM EST.
42 The Solicitation identifies May 28, 2026 as the proposal due date. Should certain RFP documents remain designated as Controlled Unclassified Information (CUI), additional time will be required to identify, evaluate, and engage subcontractors that are compliant with CUI safeguarding requirements. Accordingly, we respectfully request that the proposal due date be extended by a minimum of four (4) weeks to allow sufficient time for compliant subcontractor outreach, coordination, and proposal development.
The proposal due date has been extended to June 4th, 2026 by 2:00 PM EST.
43 Please confirm whether the full AV, Security, and Telecommunications scope is included under the Electrical Subcontractor, or if only the boxes, raceways, and pull strings shown on the Electrical Drawings are part of this contract, with the balance by others. On some prior federal projects, portions of this work have been performed by separate Government-retained contractors, so we request clarification on the intended scope for this project.
Security and Telecom system are 100% included in contract. The AV system boxes, raceways and pull strings by contractor;
equipment and cable will be furnished and installed by NPS.
44 There is no notation of BFE or DFE on the drawings, so I don’t know how tall the flood protection needs to be. Can you please confirm the required height?
Height of flood barriers to match the height of existing granite water table. See Building Elevations.
45 The solicitation doc says it's not required to be submitted with offers, but the proposal contents checklist in Section II. A lists the subcontracting plan as one of the required submission docs. Please clarify
The plan is required from the apparently successful offeror prior to contract award, not with the initial proposal.
46 Is there an intent to utilzie exisitng slate that gets demolished ?

55 For the Technical Proposal, do Factors 2 and 3 need to be the same 3 Similar Projects?
Yes. Solicitation page 11 under Factor 2.
"Note: Reference “Definitions” above in the “Technical Proposal” section. Offerors must not submit more than three (3) Similar Projects to satisfy the submittal requirements of both evaluation Factor 2 and Factor 3."
56 On the Sam.gov viewing portal Wise Construction does not have clear visibility into all documentation listed. We also can’t see ourselves on the list of interested vendors.
Please see the notification below.
Interested vendors list has been enabled through the solicitation within sam.gov.
Please reach out to the CO with any further issues.
57 We experienced difficulty in accessing and opening the CUI documents on the SAM.gov site for several days.
Would GSA be agreeable to extending the deadline for Request for Clarifications and Interpretations to Friday, 5/1/2026?

Does NTP occur after GSA has approved project plans or upon contract award?
See RFI #18.
59 Specification 01 11 00 Section 1.6 C. Storage of Materials states "Confine storage of materials, field offices, equipment storage, trailer storage and parking to areas approved by Contracting Officer." Will this include possible use of the empty lot at 3rd and 8th adjacent to the Site and additional area between the Ropewalk Building and Building 107?
Refer to RFI #23 and #31
60 Specification 01 11 00 Section 1.12 A. states normal business working hours of 8:00am to 4:30pm. Would GSA/NPS be agreeable to starting at 7:00am and off hours/weekends if needed?
City of Boston regular construction hours are 7 AM to 6PM weekdays. Due to the proximity of residential abutters, work requests outside these hours will be dependent on review by federal and local authorities. Additionally, The Boston Municipal Code sets standards for reasonable noise levels. It also sets maximum acceptable noise levels for different times of day. An unreasonable level of noise is anything louder than 70 decibels at any time, except for permitted construction. Compliance with these requirements is a condition of the contract.
61 Drawing Sheet C1-0 Proposed Demolition shows that the existing concrete sidewalk along Third Avenue will be removed and replaced. Is this a City of Boston owned sidewalk requiring City permitting/approval?
Yes
62 Can work such as site prep and demolition commence before all work plans are submitted and approved?
Work can proceed once NTP is issued.
63 Please indicate where the information required in RFP Section II. E (Other Information to Submit with Proposal) should be included, i.e., in Price Proposal or Technical Proposal? And we assume this information does not count toward the 45 page limit, correct?
Other information to submit with proposal is not a submital for the technical proposal and does not count toward the technical proposal page limit. The technical proposal has been increased from 45-pages to 60-pages.
64 Please clarify where the JV Agreement is to be included in our proposal (i.e., Price Proposal or Technical Proposal).
If included in the Technical Proposal, please confirm it is excluded from the 45-page limitation as it would require up to 50% of the allotted 45 pages.
The JV agreement is not a submittal requirement for the technical proposal therefor isn't apart of the 60-page limitation.
65 Solicitation Section II.E. Other Information to Submit with Proposal (2) Qualifications of Offerors page 14 of 51.
Does GSA Form 527 – Contractor’s Qualifications and Financial need to be submitted for each JV member/partner? If so, can the information be submitted directly to GSA? If so, to whom and how?
Please ensure that a GSA Form 527 is submitted with the proposal for each Joint Venture member or partner.
66 The RFP currently does not exclude the Reps & Certs from the page limitation…we’re assuming this would be included as part of the Price Proposal and therefore excluded from the 45-page limitation?
The Reps & Certs is not a submital of the technical proposal and is excluded from the 60 page limitation.
67 Do the three example Similar Projects required in Factor 2, Company’s Experience, need to be the same Similar Projects required in Factor 3, Company’s Past Performance?
Yes. Solicitation page 11 under Factor 2.
"Note: Reference “Definitions” above in the “Technical Proposal” section. Offerors must not submit more than three (3) Similar Projects to satisfy the submittal requirements of both evaluation Factor 2 and Factor 3."
68 If additional key personnel beyond the Project Manager and Onsite Superintendent are provided in our proposal, will the additional personnel be considered more favorably from an evaluation perspective?
At a minimum, the key personnel for the project must consist of the following positions: Project Manager On-site Superintendent
69 Are a Table of Contents and/or List of Figures required for the Technical Proposal? If so, can they be excluded from the page limitation? Also, please consider excluding the proposal cover from the page limitation.
The technical proposal page limitation is increased to 60-pages inclusive of cover page, table of contents, and section tabs.
70 RFP Section II.F (Requirements of Joint Venture Offerors), paragraph (4) requires past performance information for each member of the joint venture. Please confirm that this past performance information is in addition to what is required in Factor 3—Company’s Past Performance. Please confirm it is not part of the 45-page limit for the Technical Proposal. Also, please indicate where this information should be provided—price proposal?
71 In the SF 1442, Section 11 indicates that the Offeror will commence performance within 14 days of NTP; however, Section I.C(1) in the Agreement indicates performance must commence within 10 days of NTP. Please clarify.
Section 11 of SF 1442 has been updated to 10 days.
72 Agreement Section III H Administrative Matters, (5) Security Clearances. Can you let us know how long the Enter on Duty (EOD), GSA Access Card, and clearance in accordance with Homeland Security Presidential Directive 12 (HSPD-12) process takes? In our experience this can be lengthy. Can this be taken into account in the PoP and consider extending the PoP by 6 more months?
See RFI #32.

Assume lead abatement at hot-work locations, per structural drawings.
Contractor shall include cleaning lead paint from all new steel connections per lead abatement specifications procedures. For demolition work, assume that lead-containing substrates can be disposed of as normal construction debris. See Addendum 1 drawings for select interior location for lead abatement at exposed brick walls in egress stair wells. At other lead-containing substrates, use subtrate prep methods that do not airborne lead-containing material.
78 Spec 02 80 30. Please confirm whether lead abatement is limited to areas impacted by hot work, or if lead removal/stabilization is required in all demolition areas.
Specifications address hot work but are ambiguous for non‑hot‑work demolition.

88 Detail 2/S4.3 calls for "New masonry to replace unsound brick and build back top of multi-wythe wall". This callout is noted on S1.2 and S1.3, but not on S1.4 (although the detail appears to show the roof lien adjacent to this location). Are we to assume this detail applies to the entire wall length on S1.2 and S1.3? Additionally, are we to assume the entire across shown on the detail should be replaced with new brick?
Brick repair should be assumed at entire perimeter of building at top of wall where it intersects the roof. A/E and contractor should review conditions after demolition of roof and identify areas where rebuilding is not required. Call-out should be only on S1.
3, will revise S1.2 in bid addendum to prevent further confusion.
89 Keynote 07-11 on A1.1, A1.2, A1.3 notes to "Prep masonry as required for fluid applied air-water barrier".
Please clarify the extent of prep work required. Are we to assume a new parge coat across the entire inside face of these walls?
Extent is at interior face of all existing perimeter walls, UON. For preparation requirements, refer to section 072700 Vapor Permeable Air Barrier Liquid Membrane, 3.2 Surface Preparation. Also refer to manufacturer's installation instructions. A/E does not recommend assuming a new parge coat across the entire face of these walls as suggested.
