RFI # RFI Response 01 Spec 280000 1.12.B.2.A “Video Surveillance and Recording” lists Pelco

Video Expert Professional. This has reached end of life as of 2024 and is no longer supported as of 3/29/2026. Please advise

With Pelco reaching end of life NPS will be using Milestone for all CCTV recording. The approved SoftwareHouse version that we are approved to use now is CCure9000 version 3.x. No other software is acceptable as that version of CCure9000 is approved by the NPS for use on our network. Readers, Cameras, and associated hardware must be compatible with the above, and meet any FIPS or NDAA listing or approvals as required by government regulation.

02 Please provide a spec for the Bar Code Reader Cosentini response: QSCAN-T by IBC. This device combines card reader and barcode scanner to be used in turnstiles. Please see Bar Code Reader cutsheet, issued with this amendment.

03 Please provide a spec for the Keypad Mullion Readers uTrust TS Government Reader Family by IDENTIV, part number IDV-9210AB. Please see Keypad Mullion Readers cutsheet, issued with this amendment. Include white finish.

04 Question for all Doors

** What thickness for the doors? Only height and width provided on the drawing.

HW Set 1.0

See door specifications for minimum door thickness.

05 Folger Adams Strike 310 is not listed as compatible with PDU8500 https://www.rockwoodmfg.com/en/Products/architectural-panic-devices/pr oduct-detail.aehpdp-pdu8500-ag_rockwood_594659

HW Set 7.0

A/E assumes "HW Set 7.0" from contractor's RFI is a typo. FA Strike 310 used in HW Set 1.0.

Recommend the contractor confirm any incompatibility with Assa Abloy since the product web page cited does not necessarily contain an exhaustive list of compatible hardware. If a known incompatibility exists, contractor should please advise.

Note, specific makes/models given in the hardware schedule indicate design intent and required functionality. Contractor may submit proposed equals/alternatives for review.

06 Door 124 what are the leaf sizes? Equal or unequal pair?

HW Set 12

Refer to drawings.

Door 310A Are the leafs equal pair?

HW Set 33

Refer to drawings.

08 Door 105 Are the leafs equal pair?

HW Set 35

Refer to drawings.

9 Door 251 appears in Hardware Schedule but it is not listed on the Drawing.

Ignore Door 251 in Hardware Schedule.

10 Door #’s 1S1A,1S2A,149, 2S12S2, 3S1 & 3S2 are labeled “A’ type which call for GL-2 type glazing on door schedule. The finish schedule calls for GL-2 to be “Clr tempered interior glass” but the door schedule lists this door as 60 min fire rated. Please clarify glazing intentions at this location.

At fire rated doors with clear glazing, use fire-rated glazing that supports the overall performance requirements of the door.

11 We’d ask that GSA reconsider having these items as part of the 60 page limit so we can provide the detail necessary in our technical proposal.

CPARS/ and or PPQs will be excluded from the 60 page limit. CPM Schedule is included in the 60 page limit.

12 Please confirm that the existing 9” x 9” tile inside the vault has been tested for ACM.

Refer to hazmat reports for all testing locations.

13 Please advise if you are aware of any mechanical connections between the tops of roof trusses and the concrete deck.

We have no existing drawings or observations indicating any existing mechanical connections between the cinder concrete and the trusses.

14 Are you aware of how many layers of floor finish have been installed over the existing second floor and third floor slabs?

No

15 Are we required to remove all miscellaneous steel from existing structural steel?

Yes. Non-structural miscellaneous steel should be removed. Any steel providing structural support must be reviewed by EOR prior to removal.

16 There appears to be a spray applied or troweled product on the bottom side of second floor deck in some areas. Are we required to remove it or restore it?

No, unless exposed in finished condition.

17 There are 2 large metal containers with old anchor chains on the north side of the building. Do you consider the western container, #71, to be the large chain due to be relocated? Is the eastern container considered to be small chain to be disposed?

See supplemental clarifications. Container with large chains is to be saved and relocated to a nearby site in the NPS area of the Navy yard.

18 Please confirm that every piece of granite, on the north side of the building, shall be salvaged. (Straight curb, transition curb, blocks, cubes and sills/splash blocks)

Yes, unused material shall be evaluated at the end of construction and relocated within the Navy Yard, or disposed of as construction waste, at NPS's discretion.

19 Please verify if you have initiated a work order with Eversource for the new electrical service.

Yes, WO number 21041106.

20 Please verify that you have submitted the: water service; storm drain service and sanitary service designs to Boston Water and Sewer for approval.

Yes. Refer to document "BOST 318750 04-25-25 Permitting" for the agencies that have been reached out to.

21 Please clarify if we are required to preserve the existing: fire alarm; exit signs and emergency light systems in Building 107 as per notes 16 and 17 on Drawing E0.2. These notes seem to be inconsistent with removal of all electrical systems in this unoccupied building during construction.

Fire alarm is to remain active during construction until the new system is operational; contractor means and methods.

22 The finish schedule is calling for 3M SH2FGCN Cloud Narrow at a 60” height. However, 'Cloud Narrow' is a 50” long film. 3M SH2FGCL Cloud as this film is the same as the specified film but at the specified 60” height. Please confirm if 3M SH2FGCL Cloud is acceptable.

Use 3M SH2FGCL Cloud.

72 Plumbing Drawing P6.1 - Pump Schedule RWBP-1 - “What type of recycled/reclaimed water is being pumped? Our systems are typically used for clean domestic water booster applications, so I would want to verify compatibility before recommending or quoting a system for recycled water service. Please confirm whether you are looking for pricing on the recycled/reclaimed water booster system, or if there is a domestic water booster system intended that may be missing from the current drawings/specifications.”

Recycled water being pumped is to be treated/filtered rain water. The intent of the system is to pump storm water from storm weird outside building, through a filtration skid, to a day tank, to a recycled water booster pump which will then feed flushing fixtures throughout the building.

73 Plumbing Drawing P6.1 - Please confirm the Manufacturer for P-9A & P-9B faucets? Kohler is mentioned but the model number given is an Elkay water dispenser.

P-9A Faucet = K-28270-VS P-9B Faucet = K-28291-VS

74 Traction Elevators - Spec 142100 2.1A - Buy American Requirements - The specified traction elevators don’t typically comply with Buy American. Include repointing. Per Note 04-08, "ASSUME 100% MASONRY REPOINTING" at (E) Brick walls.

76 FA5.0 Fire alarm System Cabling Requirements #1 mentions that the cable shall be a plenum type. Spec Section 283111, 3.01 L, also mentions for the fire alarm system to be plenum rated. Will this be the case for the entire building, including the scope within the exposed ceiling?

All fire alarm cable to be plenum rated per paragraph L. Refer to paragraph I for conduit requirements.

77 Following on from RFI #93 & 94, the supplementary clarifications document only specifies the proprietary software/ system for the Controls and Fire Alarm. Typically, buildings have a designated building management company that controls the buildings mechanical systems (Siemens, Automated Logic, etc.). Due to the age/ state of this building, it is possible there is no BMS contractor running the building. Could you advise if there is a specific company in mind to run the building once in operation.

There are no existing systems in place to remain. Use vendors as listed in specifications.

78 Please clarify if this project is required to be BABAA compliant See RFI #26.

79 As a follow up to the above question - if the project is to be BABA compliant, for specified items that have foreign manufacturers, is the contractor expected to provide an equal or will specs be revised at a later date to comply? For example - numerous floor and wall finishes appear to be produced overseas (London, Netherlands, New Zealand, etc.)

See RFI #26.

80 We are requesting an additional bid extension to 6/11 so we have time to fully review forthcoming RFI responses and ensure bids are accurate

TBD depending on amendment 0005 issue date

Please confirm if gas is available for temp heat

Contractor means and methods; there is an active gas line feeding the building now.

82 Numerous RFI responses from the previous Amendment relate to CUI categorization and document control. Question #10 states CUI basic level and #25 confirms documents can be shared with subcontractors for bidding. Confirming no additional certifications/compliances are required by bidding contractors

Please refer to amendment 0004 RFI 25 and response for additional compliances. There is no certification required to handle CUI documents.

83 Spec section 020810 lists 50 linear feet of caulk, mastic, and sealants to be presumed ACM. Further in this spec section it is stated that roof materials were not tested but caulk, mastic, sealants encountered at roof level shall be presumed asbestos containing material. Confirming the 50 LF is the total quantity to be included, and no additional footage/cost needs to be carried at the roof level

Based on drone imagery, we believe there are likely 50 linear feet of caulking, mastics, and/or sealants associated with the skylights at the penthouse that should be handled and disposed of as asbestos containing materials. If additional quantities of previously unidentified caulking, mastics, and/or sealants are discovered at roof level during construction, these materials should also be handled and disposed of as asbestos containing materials. See hazmat report.

84 Please provide quantities for pricing for the asbestos containing material in the pipe chases as referenced in the supplemental clarification document

Approximately 100 linear feet of 10" pipe covering material

Please confirm Metal Fabricator and Erector are not required to be AISC certified

Confirmed that they are not required to be AISC certified. If they are not AISC certified, then per the requirements of special inspection 1704.2.5 (which is listed as one of the required special inspections on S0.01), special inspections will be required both before and during fabrication to confirm fabrication procedures and QA/QC measures to confirm conformance with the approved construction documents and referenced standards.

Please confirm wood products are not required to be FSC certified

That is incorrect. See specifications, LEED requirements, Finish Legend, etc.

87 Please confirm AWI certification is not required for the Millwork contractors

That is incorrect. See specifications.

88 section 085619 for Interior Storm Windows states performance requirement of 0.02 under 1.6-C, but 0.04 under 2.2-A. Please clarify

These requirements describe different ASTM test methods.

89 Specs call for G-10 (Low E 272 Argon) for the typical window units in the Div 8 section but on page 655 section 88000-4 there is section G calling for Impact glass. Can you clarify which spec supersedes please?

[O]ur intent is to confirm that G-10 is the proper glazing makeup to be followed for the windows. Additional clarification is as below:

Please confirm if the project is considered in a Windorne Debris Region and thus, the glazing would be required to be impact resistant glazing, as noted in section 1.7 G of Spec 088000. It is our understanding that Boston’s Basic Wind Speed is below the threshold where impact resistant glazing is required and glazing assembly G-10 should be followed (7/8” thick IGU with low-e coatings).

The project is in a hurricane-prone region, but is not in a wind-borne debris region as our basic wind speed does not exceed 130mph.

See RFI #34.

The finished legend A6.2 calls for WSF-1: 6" wide reclaimed Trilox Wood Flooring w/ custom stain, but it also indicates that the wood floors are reclaimed from the site. Please clarify

Tri-Lox is a Brooklyn-based design and fabrication studio that specializes in custom, sustainably sourced, and reclaimed wood flooring. They are included as an example B.O.D.. The intent is for the selected fabricator to mill, dry, and process the reclaimed wood into flooring per the specifications.

92 Several pages on A9.4 - A9.25 identify WSF-1 as reclaimed strip flooring.

Strip flooring is 3" wide or less, contradicting the 6" wide referenced on the finish schedule. Please clarify

Ignore "strip" nomenclature. 6" wide requirement is correct.

93 Based on previous RFI's responses it is our understand that the reclaimed wood is stockpiled at the Hoosac Warehouse site in the Navy Yard. It is our understanding that the 200 total pieces are in good enough condition for re-use. Can any photos be provided of the material for reference?

Material was made avaialble during contractor walkthrough.

94 Please confirm if the intent is for the reclaimed wood to be prefinished as part of the re-milling process, or field finished. If field finished, please clarify the intent for the stain and poly spec (ie. Water based, oil based, etc.)

Intent is for field finishing, as per Specification Section 096400. Custom stain and finish to be determined based on fabricator's samples.

Contractor may submit alternate for A/E review.

130 Ref. Amendment 0004, RFI 88 response follow up: The detail 2/S4.3 callout for the “ New Masonry to replace brick and build back top of multi-wythe wall” was answered to include the rebuilding of the top of wall typically at structural drawing S1.3. Architectural detail 1/A5.2 indicates rebuilding one wythe of wall at the typical perimeter at the face of parapet behind the replacement gutter.

Please clarify the depth of brick rebuilding at the “top of wall” to be carried as per the structural detail 2/S4.3, and if that supersedes detail 1/A5.2, or if the two details are both to be carried for the full perimeter of parapet as noted.

For bidding / pricing, assume the conservative case: carry both details.

Extent of rebuilding at top of wall shall be verified in field by A/E and contractor after removal of existing roof and gutter.

131 Ref. Amendment 0004, RFI 89 response follow up, and includes RFI #117. Regarding the questions of surface preparation for the application of the Fluid applied Air Barrier, the response states that new parge coat across the entire face of the concealed back up walls in not recommended. If we are not parging, then to follow the Surface Preparation recommendations in Section 072700, Item 3.2, calls for liquid applied flashing or sealant in cracks up to ½”. Is it the intent to point open masonry joints with liquid applied flashings or sealant prior to the application of sealant, or can the open joints be pointed with mortar?

Repointing of 100% brick masonry joints is specified only where exposed in the final finish. Please clarify what is the intended back up brick masonry preparation for the liquid applied Air barrier.

Pointing versus sealant versus parging shall be contractor means and methods - substrate prep must follow specifications and manufactuer requirements as sated in RFI 89, Amendment 004 response.

Ref Drawing S5.1: the Typical elevator pit detail indicates “Waterproofing all around the exterior” of the pit, but there is no specification for “Waterproofing”. Please provide a specification for this item.

See 071326-SHEET MEMBRANE WATERPROOFING for new elevator pit and 071416-COLD-FLUID-APPLIED WATERPROOFING for locations where fluid-applied waterproofing is indicated on the drawings.

Specifications included as part of this Amendment.

133 Ref window details on A5.4: Does the 100% repointing of the exterior brick masonry include the concealed masonry at window sills, jambs, and heads where the replacement window frames are placed? Does this include the grout filling of open collar joints that may be exposed by removed and replaced window frames? Please advise, Contractor should prepare the existing rough openings for new windows as required to meet specified air/water seal performance requirements.

Rough openings shall provide a substrate acceptable to the manufacturer of the specified flashing at the window perimeter.

Keynote 3 on S1.21 and S1.31 - This is shown in some locations with an arrow in two directions, and in other locations with a thick black line. It is unclear what the arrow in two directions is indicating as far as where the diaphragm steel is required. Please clarify.

The arrows indicate the extent of scope of work where the existing steel beam needs to be attached to the existing slab. The extents can either be on one side of a beam or on both sides of a beam along its length. See the typical detail on S5.6 for how the beam shall be attached to the existing diaphragm. The thick black lines are a graphical error and will be updated in a future addendum.

Does the HSS6x6x1/4 have to be spliced (welded) if installed in multiple pieces or is the stitch weld to the top chord sufficient?

The HSS6X6X1/4 that support the skylight roof deck at skylight openings, may be segmented provided stitch welding starts and stops at each end of each segment. Coordinate with any architectural requirements.

136 What is the safe working load (psf) on floors 2 & 3 for materials & equipment?

See loading schedule on S0.2

137 Detail 2/S4.3 is cut at Level 2 and Level 3, but the detail only shows the third floor. Please confirm the L6x6x1/2 slab attachment angle to existing wall applies at Level 2 around the full perimeter of the slab.

Refer to Addendum 01, issued on 5/12/26. Section cuts have been removed from Level 2, however the L6x6x1/2 slab attachment angle does need to be provided on all sides of the perimeter of the building on Level 2 and Level 3, per note 2 on S1.21 and S1.31.

Please confirm if the Typical End Chord Diaphragm Development Attachment Detail (Keynote 8) applies at all Keynote 4 locations as well, or if it only applies at Keynote 8 locations.

This only applies at Keynote 8 locations. The HSS end chord members in Keynote 4 only need to attach to the existing steel beams that they span between but do not need to be mechanically fastened to the existing slab above.

This project has Buy America requirements, the Jakob product that is specified for the Trellis netting and cable rails is not American made. Will this product be an exemption to the requirements? If not, does the owner have another manufacturer that they previously approved?

142 Are all the miscellaneous racks, equipment, furniture etc. going to be removed by others before demo? Or is it the expectation for the demo contractor to remove these?

Assume that remaining loose contents as seen on the 5/19 walkthrough will remain for disposal by GC; NPS will remove existing labeled haz-mat items prior to turnover.

143 For the perimeter wall lead remediation, is the expectation a loose and flakey scrape? Or is the expectation that all the lead paint will be removed completely i.e.

sandblasting.

Refer to RFI #77 from Amendment 0004.

144 For items with lead paint not being called to be removed/impacted (i.e.

selective columns, beams, exposed concrete painted flooring) are those items to be remediated? Or are to remain as is? If so, to what extent would the lead need to be removed (a scrape, or full removal via sandblasting).

Refer to RFI #77 from Amendment 0004.

145 Plywood subfloor was observed below selective areas of CPT flooring.

Please confirm this needs to be removed as well

Yes. Demolish interior finishes per drawings and specifications back to sound substrate/structure that supports new work.

146 Please confirm if the beams at column line C&D are concrete or currently exposed. Please refer to 4/S4.4.

These are steel beams encased on concrete and will require local concrete removal for steel to steel attachment.

Please confirm if all plaster ceilings above the ACT need to be removed.

Demolish interior finishes per drawings and specifications back to sound substrate/structure that supports new work.

148 Ref. 158 Responses 04, 05 and others to the original RFIs state the technical proposal page limit is increased to 60 pages but includes CPARS (or PPQs) and CPM Schedule. These items alone can be 20 pages plus.

Add in the Cover Sheet, TOC and tabs this could be a total of 25 or so pages of the 60 actually reducing the number of pages to less than 45 for the required proposal contents. We’d ask that GSA reconsider having CPARs/PPQs and Schedule stand alone and not be part of the original 45 page limit or expanded limit so we can provide the detail necessary in our technical proposal.

CPARS/ and or PPQs will be excluded from the 60 page limit. CPM Schedule is included in the 60 page limit.

159 Will NPS as Authority Having Jurisdiction (AHJ) waive the 70db noise limit and establish a higher threshold at either the limits of work or other distance from the building? We have had allowable 85 db noise levels at property boundaries on other projects in the Charlestown area.
