About this opportunity

Air Force Space Command at Buckley Space Force Base is conducting market research for Giant Voice/Emergency Broadcast System maintenance services, with responses due by June 26, 2026; this is a total small business set-aside and a pre-solicitation notice only, not a commitment to solicit or award.

The requirement covers one-year base period with four optional one-year extensions for comprehensive maintenance, inspection, and repair of the BSFB Giant Voice mass notification system, which includes six towers equipped with Whelen siren cabinets, two command posts (primary and alternate), and a portable control unit. Work is performed at Buckley Space Force Base, Colorado. The contractor must be qualified to perform maintenance on Whelen equipment to preserve manufacturer warranties and must respond to service calls within four hours with emergency repairs completed within 24 hours of malfunction identification. The contractor shall perform services Monday through Friday, 7:30 a.m. to 4:30 p.m. Mountain Time, excluding federal holidays. Deliverables include semiannual preventative maintenance inspections on all equipment, monthly rotating inspections of individual towers, initial status reports within 24 hours of service requests, daily status reports for ongoing troubleshooting, and comprehensive service reports within 48 hours of completion. Quality assurance standards require zero deviation for preventative maintenance inspection completion, response times, and parts ordering, with no more than one deviation per month for status and service reporting. Estimated workload is 192 telecommunications mechanic hours annually. The contractor is responsible for all parts necessary to restore 100 percent system operability, ordering parts within 24 hours of approval and completing repairs within five days of parts receipt. Personnel require base access badges and must comply with installation security and traffic regulations.

Respondents should provide socioeconomic status, capabilities statement, government vehicle status if applicable, optional pricing, and any recommendations on overlooked requirements.
