About this file
This is a Performance Work Statement for Asbestos Survey Services under a Blanket Purchase Agreement (BPA) with Buckley Space Force Base, effective October 27, 2026.
The contractor must provide comprehensive asbestos survey, sampling, and testing services exclusively for in-house personnel conducting building maintenance at Buckley SFB in Colorado. Services are limited to base personnel only; contractors performing prime contract work must supply their own Certified Asbestos Building Inspector (CABI). All work must comply with Colorado Regulation No. 8 Part B, 25-7-507 C.R.S., OSHA standards (29 CFR 1926.1101, 1910.1001, 1910.134), and EPA NESHAP requirements (40 CFR Part 61, Subpart M). The CABI must be certified by the Colorado Department of Public Health and Environment with minimum 40 hours of experience managing Regulated Asbestos Contaminated Soils (RACS), with credentials reviewed by 460 CES/CEIE Toxics Program Manager before work begins.
Historical data shows average demand of 14 projects annually (ranging 10–18 call-outs) driven by HVAC repairs, emergency utility work, soil evaluation, and minor renovations. Services include bulk sample collection (up to 20 samples per call-out), asbestos abatement air monitoring and reporting, and comprehensive written reporting within ten business days. Response requirements include routine call-outs within seven business days and emergency call-outs within two hours. The BPA is a multiple-award agreement with two holders; orders are awarded based on best value quotations, except emergency responses awarded to the first respondent. The contractor must maintain good housekeeping, provide safety signage, obtain work clearance permits (AF Form 103) for excavation, and comply with all base security requirements including employee background checks and restricted area access protocols.

Orders will be awarded to the BPA holder whose quotation represents the best value to the Government, considering the factors stated in the order request.
2.2. Emergency Call-Out Responses (2-hour on-site response) will be awarded to the first respondent to the request sent by the Contracting Officer or authorized ordering activity.
3. REGULATORY REQUIREMENTS. All asbestos survey, sampling and testing shall be conducted in strict accordance with the following regulatory requirements:

To provide the Contractor with an accurate baseline for estimated workload, the following historical data and anticipated upcoming project requirements at Buckley Space Force Base are provided. Note: This data specifically excludes large-scale contract work where the prime contractor is required to supply their own CABI.
Metric Details
Historical Period Evaluated FY2016 – FY2025 (10-Year)
Average Projects Per Year (Excluding Contract
Work)
14 projects/call-outs annually. (Historically fluctuating between 10 to 18 call-outs per year depending on the volume of in-house CE work and emergency utility repairs).
Common Historical Triggers for CABI
In-house HVAC repairs requiring ductwork or mastic removal;
Emergency utilities repairs; Soil evaluation for Regulated Asbestos
Contaminated Soils (RACS); Minor floor tile and ceiling replacements conducted by base CE personnel.
Anticipated Upcoming Projects (FY26-FY27)
Interior office renovations involving the removal of drywall, floor tile, and mastic; Emergency and scheduled underground utility repairs for power and communication lines; Routine maintenance activities that will encompass minor plumbing and boiler room repairs; HVAC and communications work conducted above ceilings and within subfloors.
6. ASBESTOS SURVEY. The Contractor shall provide equipment and personnel to conduct asbestos surveys. Project specific asbestos evaluations are conducted on an “on call” and as needed basis for remodeling, demolition and soil disturbance activities. Sampling shall be accomplished with little impact to the immediate area. Obtaining and collecting samples shall not create any airborne dust or hazards. If necessary, the Contractor shall wet the area prior to collecting samples to prevent dust.
7.4. Sampling shall be conducted on a “Call Out” basis. Calls will only be placed to the Contractor from the Contracting Officer Representative (COR), the Contract Administrator (CA) or the Contracting Officer (CO).
